Space and Missile Defense Command intends to enter into a
non-competitive contract with Raytheon Systems Company (formerly Hughes
Aircraft Company) for operation and maintenance of the Sea Lite Beam
Director (SLBD) located at the High Energy Laser Systems Test Facility
(HELSTF) at White Sands, New Mexico. The basic contract will be for a
period of 5 years, with options to extend performance for up to three
additional years. Operations shall consist of performing specific
static and dynamic tests using various ground, airborne, and in-orbit
targets, developing specific upgrades and adaptations to the SLBD
system, and installing and integrating system modifications developed
on this Contract or provided as Government Furnished Equipment (GFE).
The Contractor shall be required to support all maintenance and repair
of the SLBD and shall support all planning, scheduling and execution
of tests and upgrades for SLBD to include modeling, simulation and
performance predictions. This acquisition isnot open to Allied
participation. Pursuant to the authority of FAR 6.302-1(a)(2)(iii),
only one responsible source can satisfy the agency's specific
