The Air Force Research Laboratory Propulsion Directorate (AFRL/PR), Edwards AFB, CA, is seeking sources capable of scientific and engineering research and development in theoretical and experimental rocket and missile propulsion in the physical and engineering disciplines that support space and missile rocket propulsion technologies that are of interest to the Air Force. This effort will provide on-site research and will include investigation of High Energy Density Matter (HEDM), Chemical/Physical Science and Engineering Disciplines, and Aerophysical interactions. Typical research areas include gas flow physics; solar plasma physics; diagnostic and mechanistic investigations of injector and combustion processes; and advanced propulsion material synthesis, characterization, and development. Enhancements to understanding existing and next generation material fracture mechanic behavior as they apply to Propulsion Directorate goals (including Integrated High Payoff Rocket Propulsion Technology Phase II/IIIgoals and Integrated High Payoff Turbine Engine Technology) are also pursued. The SIC code for this effort will be 8731. This acquisition will be a recompete of the current contract and it is anticipated that a cost plus fixed fee contract will be awarded. The period of performance will consist of a three year basic effort with one, two-year, option. Contract award is estimated to take place July 1998. This acquisition has been selected as a candidate to test the proposed new source selection policy and procedures (AFFARS 5315.600, Source Selection Policy and the Air Force Median Source Selection Procedures). In using the best value approach, the government will award to an Offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. Industry responses to this sources sought synopsis should be received no later than 7 April1998. The Government will formally synopsize the Request for Proposal (RFP) following industry feedback sessions utilizing the data gathered during early industry involvement with an anticipated RFP release date of 15 April 1998. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not been accomplished yet. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
