786-6634 Health Care Financing Administration (HCFA) is seeking to
award a firm fixed price purchase order under Simplified Acquisition
Procedures on a 100% small business set aside basis. For a period of
one base year with three option years for the following services:
Contractor to create an electronic pricing file of Medicare covered
drugs to be used by all Medicare contractors processing claims for
drugs that are not paid on a cost or prospective payment basis. In
order to accomplish this task the contractor must have: A. Immediate
access to current and all subsequent updates to HCPCS codes. These
codes are currently available on the Internet at
"http://www.hcfa.gov/stats/pufiles.htm"; B. Immediate access to current
and all subsequent updates to inclusive AWP data; C. Capability to
determine an AWP for each HCPCS drug code; and D. Current experience
utilizing the awp data. All offerors must provide a narrative
description of this experience and include references with contract
people and current phone numbers. The Government will make award to the
responsible offer(s) whose offer conforms to the Request for Quotation
(RFQ) and is most advantageous to the Government, technical and price
considered. As the proposals become more equal in technical merit, the
evaluated price will become more important. The Government reserves the
right, however, to make award to the offeror who provides reasonable
expectation of superior technical performance, regardless of the
offeror's price relative to other offerors' price. Our evaluation of
the technical factors will be based on information in your proposal
that offers the greatest value to the Government. Your response to each
technical factor must document specific competencies. Failure to submit
all of the above requirements will result in a rejection of your RFQ.
