Agency has a requirement for the measurement of source emissions, and
related work. The successful offeror will provide technical assistance
for the development of methods and procedures to measure or monitor
air emissions of criteria and hazardous air pollutants from stationary
sources; related evaluation of testing and monitoring procedures to
determine applicability and performance for specific source types and
to resolve questions associated with their application under source
emission standards; and related technical support in review of test
reports, test plans, and test requirements, preparation of technical
memoranda and emission data summaries, response to public comments on
proposed testing and monitoring methods; and generation of emission
factors from test data. Specific qualifications desired include: 1)
experience in evaluating test methods; 2) capability for extensive
laboratory analyses; 3) experienced personnel and equipment for
performing EPA air pollutiontesting and monitoring methods that have
been published in the Federal Register; and 4) an understanding of
EPA's standard-setting procedures and policies for controlling
emissions from stationary sources. EPA anticipates the award of a
cost-plus-fixed-fee level of effort type contract for a total of 72,000
labor hours consisting of a base requirement of 24,000 labor hours. In
addition, the contract will allow for four twelve-month options for
24,000 labor hours each. The award will be through full and open
competition; however, EPA reserves the right to award the contract as
a small business set-aside. SIC No. 8748 applies; size standard of $5M
in average annual receipts over the last three years. RFP will be
issued approximately 3/26/98, and the proposals will be due thirty (30)
days after the RFP issuance date. The solicitation and amendments will
be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. However, firms who do not have the capability to
obtain the solicitation from Internet, may submit a written request for
a diskette with the solicitation in WordPerfect 6.1 format from the
contact point at the address above. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify us
otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
proposal which shall be considered by the Agency. See Numbered Note 26.
