design of a 38,000 Square foot Avionics Facility. Services will be
limited to Type "B" detailed design and Type "C" construction
inspection and administration. Results of a previously contracted Type
"A" services 35% design will be furnished to the A-E by the Government
prior to fee determination and start of remainder of design. the
project will involve the alteration of an existing 13,265 square foot
fighter aircraft hangar (Building 54) and the addition of approximately
24,735 square feet. Special features of the design include 400 cycle
power, meeting stringent temperature and humidity requirements in areas
subject to variable cooling load, stand by power capability, special
fire detection and suppression requirements, sound attenuation and
transmission reduction, screened back-up building fuel storage,
communications wiring, sloped metal roof, and landscaping. Selection
criteria in order of importance are: (1) Professional qualifications
necessary for satisfactory performance of required services(i.e.
structural, electrical, mechanical, civil engineering and architectural
disciplines); (2) Specialized experience and technical competence in
the type of facility modifications and additions; (3) Capacity to
accomplish the services in the required time frames; (4)Past
performance on contract with Government agencies and private industry
in terms of cost control, quality of work and compliance with
performance schedules. The A/E must provide with their SF 254 and SF
255 letters of reference or performance evaluation reports from at
least five prior clients other than this agency. Leeter and reports
should address cost control, quality of work and compliance with
performance schedules; (5) Location of A/E firm in relation to the
project; (6) Volume of work awarded by DOD during the prior 12 month
period, in consideration of equitable distribution of work amoung
qualified A/E firms. Provide dollar amount of DOD work performed on SF
254 ; (7) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. The estimate construction cost of this facility
modification is between $1 and $5 million. A/E firms which meet the
requirements described in this announcement are encouraged to submit
three (3) copies of SF 254 and SF 255 for this specific project. Mail
