United States Postal Service has a need for necessary
Architect/Engineer services to provide construction documents (plans
and specifications) for two processing and distribution centers. The
basic contract consists of concurrent investigation, design,
preparation of drawings and specifications and proposed documents
through the Concept Phase (30%) for construction of 1) A new Columbus,
Ohio Processing & Distribution Center of approximately 730,000 gross
square feet at an estimated construction cost of $60 million-$80
million, including a cost range of $3 million-$5 million for fixed
mechanization, and 2) A new Cincinnati, Ohio Processing & Distribution
Center and Vehicle Maintenance Facility of approximately 710,000 gross
square feet at an estimated construction cost of $60 million-$80
million, including a cost range of $5 million-$10 million for fixed
mechanization. The contract may contain options for design completion
and other services during construction. The qualifications of firms or
joint ventures for this project are as follows: (1) Autocadd Version
14 or later; (2) Architectural firm shall have a minimum of six
licensed architects in the office where the work will be performed; (3)
In-house engineering and out-of-house consulting engineering firm(s)
shall have at least three licensed engineers in each of the following
disciplines: Geotechnical, Civil (including survey), structural,
mechanical and electrical in the office where work will be performed;
(4) Mechanization consultant must have Postal Service mechanization
design experience on systems of comparable size and scope, such as
large parcel sorting systems with conveyor systems; (5) Prime and
civil, structural, mechanical and electrical engineers shall have
worked together on at least two projects of comparable size and scope,
i.e., firms or joint ventures must demonstrate recent comparable
experience developing construction documents for light industrial
processing facilities with material handling systems, size of facility
approximately 500,000 gross square feet or larger, costing more than
$50 million; and (6) All key and principal architects and engineers
must be registered and actively practicing in the state of Ohio.
Primary consideration will be given to comparable project experience.
Firms or joint ventures that have the technical qualifications,
capability and satisfactory experience to perform the services
described previously are invited to submit a completed SF255,
Architect/Engineer and Related Services Questionnaire for Specific
Project, as modified by Attachment No. 1, and a completed SF254,
Architect/Engineer and Related Services Questionnaire, as modified by
Attachment No. 1, for the prime firm or joint venture AND for each of
its proposed consultants to the office shown below, received not later
than April 28, 1998. The selection will beconducted by using both the
submitted SF255 and SF254s, as modified by Attachment No. 1.
Attachment No. 1 may be obtained from the United States Postal Service,
Major Facilities Office, 225 North Humphreys Boulevard, Memphis, TN
38166-0300, Attention Wayne C. Perlenfein, 901/747-7654. Failure on the
part of the responding firm or joint venture to comply with
instructions contained in Attachment No. 1 could result in the
selection committee being unable to evaluate fully the response for
these professional services. Interested firms with more than one office
must indicate on their SF255 the staffing composition of the office in
which the work will be performed. Architectural and engineering firms
will be considered as eligible only if their office is in the
geographical area of the United States of America. The contract
contains a requirement for prime firms or joint ventures to provide
evidence of current insurance of $10 million of errors and omissions
per claim. It is prohibited to pay any fee, commission,percentage or
brokerage fee to any person or firm contingent upon or resulting from
award of a contact for this project. No other general notification for
this project will be made. Submissions will not be retained or
