services are required for the design to repair the exterior of the BEQ,
Bldg. 172. These services shall include development of plans and
specifications and cost estimates suitable for bidding and construction
of the facility. This project will be accomplished under a firm fixed
price. The firm selected for this small purchase A/E must be
multi-disciplines and be familiar with the preparation of specs and
cost estimates utilizing NAVFAC SPECSINTACT program. The construction
cost range is between $350,000 and $500,000. Disciplines required to
perform service include Architectural, Civil with associated drafting
requirement, cost estimator and spec writer. Field investigations will
be required. Firm will be evaluated on the following: Criteria is
descending order of importance. 1. Professional qualifications
necessary for satisfactory performance of required services. 2.
Specialized experience and technical competence in the type of work
required, including, where appropriate, experience in
energyconservation, pollution prevention, waste reduction, and the use
of recovered materials. 3. Capacity to accomplish the work in the
required time. 4. Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. List of contracts to
include name, telephone number, and point of contact. 5. Location in
the general geographical area of the project and knowledge of the
locality of the project; provided, that application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project. 6. Quality Control Program. 7. Familiarity with
NAVFAC NORDIV A/E Guide and NAVFAC SPECSINTACT. It is estimated the
contract will be awarded in April, 1998 and completion by June-July,
1998. A/E firms which meet the requirements are invited to submit a
completed SF254 & SF255. All information relating to the firms
qualifications must be contained in the SF254 & SF255. This
solicitation is set-aside for Emerging Small Business. Firms responding
to this NLT 4:30pm on 27 Mar 1998 will be considered. This is not a
