D -- PROGRAMMING SERVICES SOL RFQ -- TOT-98-0310 DUE 033098 POC Point of Contact -- Kaye Brown-Huston, Contracting Officer 202, 906-6017 The Office of Thrift Supervision (OTS) requests quotations to perform certain computer-related web-site development functions, which require the ability to execute tasks such as the following: (1) re-design the presentation of existing web-data collections, such as the Asset/Liability Price Tables, the OTS press conference materials and Community Reinvestment Act (CRA) data; (2) Design interactive applications for the web-site, allowing web-site visitors to submit requests for information; (3) Provide the capability for web-site visitors to query the entire web-site; identify documents and links satisfying the search terms. The contractor must have extensive knowledge of, and experience in database design, systems and programming analysis, specifically in the area of electronic communications applications; experience in creating/posting information to an Internet/Web server using IBM-compatible Windows-based software/hardware; extensive knowledge of, and experience in developing web presentation applications using such web tools as Allair's Cold Fusion, Microsoft's ASP, CGI, and PERL. Further, vendor must have strong oral and written communication skills, ability to use Word, Access, Excel and PowerPoint software; ability to plan and organize work, ability to work effectively with all levels of personnel. The task(s) is expected to last for a period of nine (9) months, from date of issue to January 31, 1999, but shall not exceed 350 hours during this period, unless first increased by the Contracting Officer. The purchase order will contain an option(s) to increase the service level hours by 50%, and to extend this term of the contract by six (6) months.
