published in the CBD on March 3, 1998 has been amended. Amendment A001
is issued to the above combined synopsis/solicitation for commercial
off-the-shelf (COTS) hardware/software, integrating, training, customer
support services and shipping worldwide to create 15 Judgmental Use of
Force Training Systems (JUFTS). This amendment is issued in accordance
with FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
amendment of the above solicitation, proposals are being requested, and
a written amendment will not be issued. This amendment is issued to
revise the synopsis/solicitation and to furnish questions and answers
concerning this synopsis/solicitation. (1) Change the Delivery and
Acceptance of initial requirement from 45 days after contract award to
read: 90 days after contract award. (2) QUESTIONS AND ANSWERS:
Question No. 1: The solicitation states the "Contractor must take
existing 60 FATS scenario discs and convert them to a media which will
play on their system." Does this requirement mean that the customer
has 60 FATS scenarios that need to be converted or does it mean the
customer has 60 discs containing some numbers of FATS scenarios that
need to be converted? Please provide the number of scenarios, scenario
hours, and disks that must be converted. Answer: AFOSI has 60 FATS
scenario discs with each disc containing anywhere from five to fifteen
scenarios. Each disc contains approximately 28 minutes of video
footage. Note: Not all the discs will be converted at the same time.
Each time a new system is purchased the FATS scenario discs will be
submitted to the contractor for conversion. Question No. 2: The
solicitation states the contractor "must provide air/primer rounds
firing system (one Sig Sauer P228 weapon, one laser insert, 500 air
rounds, and an air round reloading system)." Attachment 2, CLIN 003,
requires an "Air Round Firing System for Sig Sauer P228." Does the
contractor providethe actual weapon, i.e., Sig Sauer P228 weapon, as
part of the air round firing system or is the P228 Government Furnished
Equipment (GFE)? Answer: The contractor shall provide the Sig Sauer
P228 as part of the air/primer rounds firing system which consists of
one Sig Sauer P228 weapon, one laser insert, 500 air rounds, and an air
round reloading system. Question No. 3: The Government requires
delivery and acceptance of initial requirement to be within 45 days
after contract award. We request the Government to change the delivery
time to 90 days after contract award. Our assumption is that the FATS
weapons will be provided within five days of the contract award.
Answer: As noted above the delivery and acceptance requirement for the
initial requirement is extended from 45 days to 90 days after contract
award. The FATS System Controlled Weapons (SCW) will be provided to the
contractor within five working days after contract award. Question No.
4: Please indicate how many shooters are required for each system and
what weapons will be assigned to each lane. Answer: Each system needs
to have the capability of training two shooters at the same time
(i.e., two lanes). Each shooter will have as a minimum two weapons. The
play only system needs to allow shooters to use the 9mm and/or OC-spray
weapons simultaneously. The edit play system needs to utilize both the
air primer weapon, SCW and non-SCW. Question No. 5: Please indicate
how many FATS (GFE) weapons of each type (M-9 Model #Ber 120182Z, and
Ber 120180Z, MP-5A Model #62-343000, and M-16A2, Model # 049743) are
required to be modified per system. Answer: The solicitation states
that there are two (2) M-9 (#Ber 120182Z and 120180Z), one (1) MP5
(#62-343000) and one (1) M-16A2s (#049743) weapons. Question No. 6:
Please provide details of each FATS (GFE) weapons (M-9 model # Ber
120182Z and Ber 120180Z, MP-5A Model #62-343000, and M-16A2, Model
#049743) as to their features/functions and indicate which
features/functions must be retained after modifications. Answer: Each
weapon is equipped with a laser and is tethered with recoil capability.
The MP5 and M16A2 each have a semi and auto firing mode. These features
need to be retained when the weapons are modified to work on the new
systems. Question No. 7: The GFE FATS weapons are tethered. We are
assuming that the Government will supply the recoil and gas systems.
Please confirm. Answer: Each SCW is tethered, containing a recoil and
gas system. The complete SCW will be provided to the contractor for
conversion. AMENDMENT ACKNOWLEDGMENT: Proposals must acknowledge
receipt of this amendment before the hour and date specified in the
synopsis/solicitation. Failure of this acknowledgment to accompany the
proposal may result in rejection of your proposal. If as a result of
this amendment you desire to change a proposal already submitted, such
change may be made by letter. The letter must refer to the
solicitation and this amendment, and be received before proposals are
due. The synopsis/solicitation F49642-98-R0039 is amended as indicated
above. The hour and date for receipt of proposals is not changed.
Except as provided herein, all other terms and conditions of
F49642-98-R0039 remain unchanged and in full force and effect. End of
