NASA/GSFC plans to issue Request for Quotation (RFQ) 5-55110-024 for one year maintenance on Programmable Telemetry Processors (PTP's) and associated peripherals. This procurement is being conducted under the FAR Part 13.5 -- Test Program for Certain Commercial Items. NASA/GSFC intends to purchase the items from Avtec Systems, Inc. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. Avtec is the only known vendor capable of supporting the entire system, which consists of the special purpose I/O boards with special software. The AT-HSIO2 boards and software are proprietary to Avtec. The Government intends to acquire a commercial item using FAR Part 12. See Note 22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
