(Site Code DACA87) Operation, maintenance, and development services for
hardware and software in support of the Engineer Management Automation
Army Reserve (EMAAR) Suite of Applications. The Contract Specialist is
Laura Harbin, 205-895-1171; Contracting Officer, Connie Oberle,
205-895-1120. The purpose of this announcement is for the U. S. Army
Engineering and Support Center, Huntsville, to conduct market research.
Sources are sought for responsible contractors interested in an
anticipated 5-year fixed- price indefinite delivery, indefinite
quantity contracts with bilateral or unilateral task orders for
operation, maintenance, and development support of applications, system
software, and hardware for the EMAAR systems located in Huntsville,
Alabama. The Government will initially consider awarding work to
certified 8(a) contractors if it can be established that 8(a)
contractors can be responsible and responsive to the varying workloads
anticipated and can meet the Government's requirements under task
orders at a fair market price. If this cannot be established, the work
may be set-aside for small business if there is a reasonable
expectation that there are at least 2 responsible small business
concerns who can meet the Governments requirements at a reasonable
rate. If it is found through the sources sought/market survey that
there are no qualified sources, the Government may include such work
into other current contract vehicles or award on an unrestricted basis.
Prospective sources shall be required to demonstrate the following
independent capabilities: (a) Qualifications as a certified 8(a) or
small business contractor (SIC 7371) with an established presence in
the Huntsville, AL area; (b) past technical experience in performing
operation, maintenance, and development software services; (c)
corporate experience and knowledge in managing operation, maintenance,
and development of software projects. Also include the following
corporate information: (1) corporate turnover rate; (2) personnel
training and training policies; and(3) Organizational structure. (d)
Current staff technical experience in the following areas: (1) ADP
studies: feasibility studies; cost/benefit analysis; and system
hardware and software. (2) Hardware and system software support;
LAN/WAN servers and microcomputers; hardware operation and
configuration; and LAN administration. (3) Application software
support: software models; functional and data requirements; data
dictionaries and encyclopedias; database, program, and system/subsystem
specifications; object oriented and web software development; user and
maintenance manuals; development of automated testing/plans;
configuration and version control; implementation procedures; database
administration; and experience in software development to include
Powerbuilder, C++, Microsoft Access, HTML, JAVA, SYBASE, ORACLE, and
windows NT client and server; (6) Other ADP support services:
development of computer based training; (e) Personnel requirements of
current staff may include the following positions: project manager,
senior systems analyst, senior programmer, database administrator, data
administrator, ADP specialist, office automation specialist, software
engineer, quality assurance specialist, LAN administrator, WEB master
specialist, systems analyst, programmer, junior systems
analyst/programmer, documentation/technical writer, technical typist,
and instructional methods specialist. This notice is for information
and planning purposes only, does not constitute a solicitation, and
shall not be construed as a commitment by the Government. Four copies
of a capability statement addressing paragraphs (a) through (e) above
must be received not later than April 1, 1998. Capability statements
are limited to 50 pages front and back. This 50 page limitation will
include any brochures or additional capability statements you choose to
submit. The text of the capability statements should be single spaced,
with 1/2" margins top, bottom, and sides. Typeface should be no
smaller than 12 point and no attachments are allowed. The document
should not be bound or included in any binder. Pages exceeding the
limitation will not be considered. Capability statements should be
mailed to the following: U.S. Army Engineering & Support Center,
Huntsville, ATTN: CEHNC-CT-P, Laura Harbin, PO Box 1600, Huntsville, AL
35807-4301. After evaluation of the capability statements, the
Government may contact potential qualified vendors for possible oral
presentations to be presented between April 17, 1998 and April 30,
1998. Please note that this office has not yet made a decision as to
whether this procurement will be an 8(a) set aside, small business set
aside, will be included within work of existing contract vehicles, or
be made on an unrestricted basis. The Government reserves the right to
determine the appropriate method of procuring the required services
based upon its analysis and evaluation of the capability statements.
The capability statements and/or oral presentations are for surveying
the market only and will not be used as a selection process for
