The FISC Norfolk Detachment Philadelphia intends to acquire through other than full and open competition on a SOLE SOURCE BASIS with Kaman Aerospace Corporation, Bloomfield, CT, non-personal Contractor Engineering and Technical Services (CETS) by qualified Field Service Personnel for the purpose of Informing, Instructing and Training Department of the Navy Personnel in the installation, operation and Maintenance of the following Navy and Marine Corps Weapons, Equipment and Systems: SH2 Series Helicopters and associated equipment. The proposed procurement consists of four (4) Tasks. Three of the Tasks will be for twelve (12) man months starting 01 January 1999 and ending 31 December 1999. These three (3)tasks will also contain one (1) twelve month option period. There will also be one Task that will be for (12) man month starting 1 January 2000 and ending 31 December 2000. This contract covers the Government's minimum needs. The solicitation will contain specifications for a Contractor Field Specifications (CFS) and Contractor Maintenance Services (CMS) as appropriate. The places of performance are various as specified in the solicitation. The solicitation will contain specifications and qualifications for the type of services required. An IDIQ Labor Hour contract is anticipated. All responsible resources may submit a proposal which shall be considered by the Fleet and Industrial Supply Center Norfolk Detachment Philadelphia. The solicitation will require the submission of cost/price and technical proposals. The applicable Standard industrial Classification Number is 8711.
