synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6,
as supplemented with additional information included in this notice.
This notice constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. Solicitation
Number N00421-98-R-1103 is issued as a Request for Proposal (RFP). The
incorporated document and provisions and clauses are those in effect
through Federal Acquisition Circular 90-46 and Defense Acquisition
Circular 91-12. The applicable SIC is 3861 and is set aside 100% for
small business with less than 500 employees. The Naval Air Warfare
Center Aircraft Division (NAWCAD) requires six (6) 1-VN Camera Systems.
The system consists of the following equipment: Photo Sonic 1-VN 16mm
Film Camera, P/N 70-1362-BSC; Photo Sonic Data Head 2x5 7-Segment Full
Aperture, P/N 70-1205; Photo Sonic FDRS Driver, P/N 74-2150; Photo
Sonic Film Coaxial Magazine 16mm x 200, P/N 74-4007-1. The contract
line item numbers and items are: I) CLIN 0001 under this solicitation
is for a quantity of six (6) Photo Sonic 1 VN 16mm Film Cameras, P/N
70-1362-BSC or equal. The contractor shall meet all of the minimum
camera salient requirements for CLIN 0001 as follows: l) Frame Rate:
Continuous variable frame rate from 20 to 200 hundred fps. Accuracy +2%
or +2% frames, whichever is greater. 2) Shutter: Variable shutter with
openings from 7.5 degrees to 160 degrees. 3) Shutter Correlation
Pulse: 4) Shutter Phase Adjustment: Variable shutter phase shift from
0 degrees to 259 degrees. 5) Aperture Size with LED Head: .296" x .380"
(USA PH 22.7 -- 1964). 6) Timing Lights: Two FLV-104 LEDs mark film 11
frames after reference frame. 7) Timing Pulse Generator: Pulse
Produces sharp, clean marks on film at pulse rates of 10, 100 and
1000/second and driving one LED. 8) Motor: 28VDC, + 4V, 2.5A surge at
200fps, polarity protected. 9) Mounting: Top, Bottom, and side mounting
provisions. 10) Lens Mount: "C" lens mount USA PH 22.76. 11) Format:
Optocoupler requires open collector transistor drive to ground from a
positive voltage pull-up. 12) Minimum Pulse Width: 1 Ousec Outputs:
Multiplexed driver, LED matrix 7-segment, 10 digits (9 time, 1 code).
CLIN 0002 is for a quantity of six (6) Photo Sonic Data Head 7-Segment
P/N 70-1205 or equal. III) CLIN 0003 is for a quantity of six (6)
Photo Sonic FDRS Driver, P/N 74-2150 or equal. The contractor shall
meet all of the minimum camera salient requirements for CLIN 0003 as
follows: Digital Flight Data Recording System (FDRS) Salient
requirements. 1) Controls: Thumbwheel switch for selection of 20-200
fps. Press to test switch. 2) Power: 25 to 31 VDC. 3) Dimensions: NTE
3.25 "H x 2.5"W x 7.5"L including connections. 4) Input-IRIG: IRIG
Input through camera connector. 5) Format: IRIG B Standard serial time
code (IRIG document 104-70). 6) Signal Amplitude: 2 volt p-p to 20
volt p-p. 7) Carrier Frequency: 1.000 Khz. 8) Frequency Accuracy: +100
parts per million. 9) Clock Accuracy (no IRIG Input): + 10 parts per
million. 10) Input-Event: Format. Requires contact closure or open
collector transistor drive to ground from a positive voltage pull up.
11) Timing: Signal must be ON more than 10 ms prior to the correlation
pulse. 12) INPUT- CORRELATION: 28VDC, 100 watts, thermostatically
controlled. 13) Safety Switch: Runout switch shuts down camera when
film runs out. 14) Film Capacity: 65, 100, and 200 foot daylight
loading magazine. 15) Weight: Not to exceed 1.75 lbs. 16) Dimensions:
NTE 3.5"H x 2.75"W x 6.5"L. 17) Camera Dust Cover. Provided. 18)
Connectors. IV) CLIN 0004 is for a quantity of six (6) Photo Sonic 200
Ft., Coaxial Film Magazine, P/N 74-4007-1 or equal. The contractor
shall meet all of the minimum camera salient requirements for CLIN 0004
as follows: Camera Magazine salient requirements. 1) Film Capacity: 200
foot daylight loading coaxial magazine. 2) Film Transport:
Intermittent, two register pins and two pull down pins with film held
captive in aperture gate at all times. 3) Film Specification: Use both
.3000" pitch (USA PH 22.5 -- 1953) and .2994" pitch (USA Ph 22.10 --
1965), both 4 and 6 mil with no adjustments.) 4) Dimensions: NTE 4.75"H
x 3.5"W x 6"L. 5) Weight: NTE 2.5 pounds. The contractor must meet all
of the minimum salient requirements for CLINs 0001, 0003, and 0004 to
be eligible for award. The contractor shall also meet all of the
minimum environmental requirements specs for CLINs 0001, CLIN 0002,
CLIN 0003, and CLIN 0004 to be eligible for award. The minimum
environmental requirements are: 1) Operating Temperature: -40 degrees
Celsius (with heaters) Method 502.2, Procedure II, +55 degrees Celsius
continuous, + 71 degrees Celsius Intermittent, Method 501.2. 2)
Storage Temperature: -55 degrees Celsius to +85 degrees Celsius, Method
501.2 and Method 502.2, Procedure I. 3) Temperature Shock: -57 degrees
Celsius to + 71 degrees Celsius, Method 503.2. 4) Altitude: To 50,000
ft., Method 500.2, Procedure II. 5) Explosion: To 50,000 ft., Method
511.2, Procedure I. 6) Humidity: 95%, 10 days, Method 507.2, Procedure
III. 7) Salt Fog: 48 hours, 5% salt solution, Method 509.2, procedure

shall deliver CLIN 0001 -- 0004 within 30 days after contract award
to: Receiving Officer, Supply Department, Bldg. 665, 47179 Vaughn Road,
Naval Air Station, Patuxent River, MD 20670-1463, M/F: Ray Fredericks
(5.4.2.1). Inspection and Acceptance shall be made at destination. FAR
52.212-1 Instructions to Offerors Commercial Items (OCT 1995) is
incorporated by reference and applies to this acquisition. 212-301
Solicitation provisions and contract clauses for the acquisition of
commercial items. The provision at 52.212-2 Evaluation Commercial Items
(OCT 1995) does not apply to this acquisition. Instead, the following
information will be used for evaluation of offerors: an award shall be
made to that responsible offeror submitting a technically acceptable
proposal and offering the lowest evaluated price. Price shall be the
deciding factor among the technically acceptable proposals. To be
technically acceptable, the offeror's technical proposal must be
evaluated as technically acceptable for the requirement listed above.
Technical acceptability will be determined solely on the content and
merit of the information submitted in response to this provision.
Therefore, it is incumbent on the offeror to provide sufficient
technical literature, documentation, etc. in order for the Government
to make an adequate technical assessment of the proposal. The price
proposal shall be evaluated on the overall lowest price to the
Government. A written notice of award or acceptance of an offer, mailed
or otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either part. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. Each offeror
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications Commercial (OCT 1995) with
its proposal. FAR 52.212-4 Contract Terms and Conditions Commercial
Items (OCT 1995) is incorporated by reference and applies to this
acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders Commercial Items (JAN 1996) is
incorporated by reference, however, for paragraph (b) only the

CONTRACT DATA REQUIREMENTS LIST WARRANTY The contractor shall extend
to the Government full coverage of any Standard Commercial Warranty
normally offered to a similar commercial sale. Acceptance of the
Warranty does not waive the Government's rights under the Inspection
Clause, nor does it limit the Government's rights with regard to the
other terms and conditions of this contract . In the event of a
conflict, the terms and conditions of this contract shall take
precedence over the warranty. The warranty period shall begin upon
final acceptance of the applicable deliverable listed in the schedule.
