Center Carderock Division (NSWCCD) is requesting Sources Sought
Information from qualified 8(a) contractors to provide publications
support to the Naval Tactical Support Activity (NAVTACSUPPACT) for
Naval Warfare Publications, Naval Air Training and Operating
Standardization Procedures, Allied Publications, and Air Tactical
Manuals. The effort will require text processing, proofreading, layout,
and graphics art production. The Publications Department has an average
workload of 40 to 50 publications for which it concurrently produces
camera-ready copy. The normal production cycle begins when the official
record of changes is sent to our Activity. On receipt, each
division/section reviews the record and establishes an estimated
completion date for all required production stages. The editor prepares
art and text packages for submission to the Text Processing Section and
the Graphic Arts Division. Text production is accomplished by using
Corel Ventura and Microsoft Word Software. Artwork production may
require either manual drawing or electronic preparation using Corel
Draw. When these tasks are completed, the packages are sent to the
Proofreading Section for review and then returned to the editor. This
cycle is repeated until all corrections are made and final copy is
submitted for layout to the Graphic Arts Division. After layout is
returned and reviewed by the editor, the appropriate civilian and
military personnel review the publication(s) on site before they are
sent to print. The attempt to complete all rework during the review may
require additional production effort. The Contractor must ensure
retention of tactical content, accuracy, and compliance with style
guides and military specifications at all production steps. The
establishing of review dates during the estimate makes the completion
of a publication by its scheduled date critically important. The
ability to meet completion dates for such a large number of
publications entails flexible management of resources and personnel. A
five year (one base year and four one year options) IDIQ cost
reimbursement type contract with an estimated 88,200 labor hours is
contemplated. A change in the Place of Performance is anticipated in
the summer of 1999 from Washington, DC (Washington Navy Yard) to
Norfolk, VA or Newport, RI. The requiring activity is in the planning
process and is seeking information only from potential 8(a) sources.

Government to any contractual agreements. Interested parties shall
submit a written response to the following TECHNICAL CAPABILITIES
questions: 1. What previous experience do you have in publication
production? 2. How expert are your personnel in Corel VENTURA 7.0 AND
Corel DRAW 8.0 software? 3. How will you plan, organize, and carry out
a normal workload of 40 to 50 publications with diverse demands and
set deadlines? 4. How will you adjust to learning new software while
maintaining productivity? 5. Do you have the ability to support the
contract when the Activity relocates in July 1999 to Norfolk, VA?
