The work to be performed consists of the renovation of two (2) college dormitories located on the Haskell Indian Nations University in Lawrence, KS. Work includes but is not limited to: Provide all labor, materials, and equipment to complete renovation of Building No. 108 and Building No. 109. All items for a complete and usable facility will be installed unless specifically noted otherwise. Work consists of demolition and removal of all existing mechanical, electrical communication, and fire detection systems; as well as several interior walls. All doors, windows, and finish materials will be removed and replaced. New construction includes installation of all interior fixtures, wiring, plumbing, water supply, and sewage. Exterior work includes site development, paving, walks, curb and gutter. The magnitude of this project is between $5.0 million and 10.00 million. Solicitations will be issued on or about March 13, 1998. Bids will be opened on April 17, 1998 at 2:00 p.m. CST. Estimated time of completion will be 445 calendar days. Award of any contract resulting from this solicitation shall be subject to Section 7(b) of the P. L. 93-638 (25 U.S.C. 450 (e) and 41 C.F.R. 14.1354 which require that preference in subcontracting be given to Indian/Alaska Native economic enterprises, and preference in employment and training be given to Indian/Alaska Native individuals. Consistent with these authorities, potential bidders shall advertise and solicit subcontracting opportunities from Indian/Alaska native firms for suppliers and services. Section 7(b) plan requirements will be specified in the bid document. The potential awardee shall be required to submit its plan to implement Section 7(b) when requested by the Contracting Officer. Failure by the bidder to submit its plan and implement same shall be sufficient reason for non-award of a contract or termination of contract award for default. Cost for bid documents are $500.00 per set, non-refundable and payable in advance.
