POC Robert Petrosky 202-435-6940 The U.S. Secret Service intends to
negotiate and award a contract on a sole source basis in accordance
with Federal Acquisition Regulation (FAR), Part 13.500. Negotiations
will be held with Vacuum Metal Deposition, Post Office Box 2536, Costa
Mesa, California 92628. This is a combined synopsis/solicitation which
will be accomplished in accordance with the Simplified Acquisition
Procedures. The following FAR Clauses are applicable unless otherwise
noted: FAR Part 52.212-4 and 52.212-1, with FAR 52.212-1(b)(8) and
52.212-1(e) being exempted for this procurement. The associated
standard industrial classification code (SIC) is 3844, 500 employees.
This action is restricted as a 100% small business set-aside. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation package will not be issued.
Solicitation number 98-Q-19 is issued as a request of quotation (RFQ).
All references to "offerors" are understood to be "quotations". The
solicitation document andincorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-3. This is a
firm-fixed price requirement. CLIN-0001, Vacuum metal deposition system
for the purpose of developing latent prints by the use of metal
evaporation technology. The size of the system FPRC-24B shall be eight
cubic feet to allow for multiple items of evidence to be processed at
one time. The evidence rack shall allow for the use of laboratory
clamps for mounting of evidence. Magnetic securing devices, which
destroy magnetic encoded information on certain evidence shall be
unacceptable. The laboratory clamp device shall allow for securing
large items of evidence. The system shall have four movable metal
evaporation boats to allow adaptation of metal film coverage of the
evidence contained in the chamber. An internal moveable light shall be
included to be used to examine metal deposition of items in the
chamber. The cycle time shall be guaranteed at no more than ten
minutes, to allow evidence processing; CLIN-0002, One year warranty on
all parts, labor, installation, which will be provided locally;
CLIN-0003, Training of staff and a training manual shall be provided
for operations of the system, use of equipment, and maintenance of
equipment; CLIN-0004, Consumable metals and accessories required for
operation of the system for a period of twelve months; CLIN-0005, An
air compressor shall be included; CLIN-0006, A warranty to include an
additional twelve months for service, parts and labor, which will be
provided locally. The Contractor shall deliver the complete quantity:
(i) F.O.B. destination; (ii) within thirty days (ARO); (iii) delivery
shall be made to: U.S. Secret Service, Forsenic Services Division, Room
929, 1800 G Street NW, Washington DC 20223. Inspection and acceptance
shall be at destination. All responses to this RFQ are due by 3:00PM
Local Time on March 27, 1998. The Government intends to award one
contract, to the responsible offeror whose quotation conforming to the
specifications will be mostadvantageous to the Government. The
Government will not be responsible for any costs in the preparation of
