Distributed Mission Training (DMT) program team contemplates electronic
release of a Request for Proposal (RFP), utilizing FAR Part 15
procedures, on or about the 31 March 1998, for the DMT Operations and
Integration program and will be via electronic means only. A sources
sought synopsis for this requirement was issued in the CBD on 3 Dec 97.
Presolicitation conferences for this requirement were previously held
on 18 Dec 97 and again on 10 -- 12 Feb 98. It is not anticipated that
any further presolicitation conferences will be held. It is solely the
offeror's responsibility to access the information. NO paper copies
will be provided. A split proposal submittal will be used. Dates for
submission of the various proposal volumes will be established in the
RFP. The past and present performance volume will be required not
earlier than 14 days after release of the RFP. Other volumes will be
required not earlier than 30 days after release of the RFP. Security
requirements will be identified on the DD Form 254 for the basic
contract as contained in the RFP. Higher level security requirements
may be required for individual orders. This procurement will utilize an
electronic bulletin board for the bidders library and RFP in an effort
to streamline the communication process between the Government and
industry and is accessible through the World Wide Web on the Pre-award
Information Exchange System (PIXS) at the following Internet address,
http://www.pixs.wpafb.af.mil. The program title is "DMTONI." A draft
RFP will be released incrementally at this site and industry feedback
is encouraged. ASC/YWI is utilizing Microsoft Office 97 applications
for the electronic release of the RFP, and all documents contained at
this site will utilize Microsoft Office 97 applications, therefore,
bidders must have the capability to access and download Microsoft
Office 97 files. For questions concerning operation of the PIXS system
contact the system administrator, Mr. Johnny Harshbarger, at (937)
255-2739. The anticipated acquisition strategy for the DMT O&I program
is for a two phase, down select acquisition. Phase 1, an approximate
6 month effort, is expected to result in selection of two Prime
contractors, selected under a full and open competition, that will aid
in the development and refinement of the concept of operations
(CONOP), and architecture for the DMT Network. Phase 2 will establish
the long term, potentially up to 15 years, program to develop,
implement, and operate the DMT network. The Phase 2 portion of the
program will be awarded to one of the contractors selected in Phase 1
based on a pre-determined evaluation process designed to select the
contractor that provides the best overall value to the Government. More
specifically, the DMT O&I program, in conjunction with existing and
future Commercial Training Simulation Services (CTSS) providers, will
develop, establish, implement, maintain, and operate a DMT network
providing multiple interactive, high fidelity, real-time network links
for training operational aircrews. The DMT network will provide
real-time network connections for multiple, geographically separated,
similar and dissimilar aircrew training simulators, battlestaff
command, control, communication, and computer (C4I) elements, and
constructive simulation systems. The DMT O&I contractor will be the
master architect and integrator of a system of training systems that
will be networked worldwide. The DMT O&I contractor will ensure
operational stability of network requirements, define interfaces
standards, and ensure sufficiently correlated threat, terrain, and
weather databases among the various systems forming the DMT network.

acquisition IN WRITING to the points of contact identified in paragraph
11 above and ONLY to the address in paragraph 7 above. Mr. Stephen J.
Plaisted has been appointed as Ombudsman to hear concerns from
offerors, or potential offerors, during the proposal development. The
purpose of the Ombudsman is to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the program director or the contracting officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals or the source selection process and, therefore,
for routine matters on individual solicitations, please contact the
individuals identified in item 11 above. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
