The Naval Media Center is currently in the process of seeking sources that have the capability to provide a one (1) year subscription service for twelve (12) monthly issues of a commercial videotape production series. These videotape productions must provide current, topical emergency medical training on a monthly basis that can also be used to certify continuing education (CE) credits for Emergency Medical Technicians and Independent Duty Corpsmen. Each tape must be able to supplement classroom lectures, individual review and to provoke group discussion. Each monthly tape must include part of the basic Department of Transportation Emergency Medical Technician (EMT) training curriculum. In addition, regular reports on a mass or multiple causality incident in which providers discuss their responses and what they learned from the incident. Through these programs the EMT should be able to receive up to twenty-four (24) contact hours of continuing education credits per year for no additional charge. These credits maybe used to meet relicensing and/or recertification requirements, including Section II of the recertification requirements of the National Registry of EMTs. This continuing education activity must be approved by the Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS), an organization established to develop and implement polices to standardized the review and approval of EMS continuing education activities. These tapes are meant to be used under the supervision of an EMT training officer and /or medical director, so each must come with a learning objective, a quiz and a reading list created by professional EMT instructors. The Government specifically encourages and invites small businesses and 8(a) contractors to submit their capabilities and qualifications. A firm is considered to be a small business for this acquisition if its average annual receipts, including any affiliates, for the preceding three (3) years equate to 21.5 million or less. The applicable SIC Code for this type of effort is 7812. This information will be reviewed and used to determine if competitive opportunities exist. The Government will use the information obtained from this notice to understand the capabilities of the market place. No solicitation package exists at this time. No award will be made from any responses to this synopsis. All interested parties should provide, at no additional cost to the Government, a full descriptive literature demonstrating their capabilities or any catalogs, brochures that delineates their firms qualification to supply the above services.
