D. Palmore This project will be UNRESTRICTED. This is a procurement of
hyperbaric facilities to be designed, fabricated, delivered, installed
and tested at the COMNAVMARIANAS facility, Guam. The hyperbaric
facilities shall be complete and useable upon completion of the work.
The contractor shall provide all labor and materials for the design,
procurement, fabrication, assembly, shop test, installation, and field
testing of the described hyperbaric facilities. Further, the
contractor shall prepare and submit all documents, records and manuals
specified. The work consists of: (a) Installation of Pressure Vessel
for Human Occupancy (PVHO), hyperbaric facilities as described herein;
(b) Provision of hyperbaric systems manuals; and (c) Submission of the
design, fabrication and test documents. The hyperbaric facilities are
composed of the following systems and subsystems which the contractor
shall provide work for: (a) Recompression Chamber: ship and install a
Government Furnished Outfitted Recompression Chamber, Pressure Vessel
for Human Occupancy, RCF6500; (b) Air System: design, fabricate and
install an air system; and (c) O2/Specialty Gas System: design,
fabricate and shop testing of a O2/Specialty Gas System. The Government
will furnish the following equipment (GFE): (a) one (1) Recompression
Chamber, RCF6500, completely outfitted and ready for installation.
Installation and final system testing shall be at the COMNAVMARIANAS
facility, Guam. The work shall begin (Start Work Date) 15 consecutive
calendar days after the "Award Date" and shall continue for the
following 285 consecutive calendar days after the "Award Date". The
contractor shall make no component nor material procurement until after
the preliminary design has been submitted. This contract shall call for
the fabrication and installation of life sensitive systems. Failure to
adhere to the highest standards of metallurgy, welding, and
workmanship will create severe hazards to the personnel working on or
near these systems when they are pressurized. Failure tomeet these
requirements will be cause for termination for default and, in any
event, will be cause for Government rejection of components. The
solicitation will be a Request for Proposals, whereby offerors will be
required to submit a technical proposal, a cost proposal, and past
performance information. Award shall be made to the responsible offeror
whose proposals, conforming to the solicitation, represent the best
value to the Government in terms of price, past performance, and other
non-price factors. The contract will be awarded with fixed price
provisions. The tentative date for award is August 1998. Requests for

433-5244. Contractors within the local area are encouraged to
pre-arrange, by contacting the Contract Specialist noted above, to pick
up a copy of the solicitation at Bldg 218 (third floor) of the WNY
between the hours of 0730 and 1500, Monday-Friday. There will be no
charge for these documents, however, there will only be one set issued
per contractor. Proposals should be submitted to the Naval Facilities
