Abuse (NIDA) is soliciting proposals from qualified organizations
having the capability of designing, developing and implementing an
evaluation of the process, outcome and impact of the National Youth
Anti-Drug Media Campaign, sponsored by the White House Office of
National Drug Control Policy. The goal of the evaluation will be to
determine the extent to which changes in drug abuse-related knowledge,
attitudes, beliefs, and behaviors can be attributed to exposure to the
media campaign. The evaluation will consist of: 1) a
nationally-representative sample of parents and youth, using telephone
surveys to reach parents and in-house surveys to reach youth, to
assess the national impact of the campaign; 2) community surveys of
parents and youth in 4-to-6 sentinel sites to determine more in-depth
examination of the relationships between media exposure and changes in
outcomes for parents and children; and 3) the relationship between the
Campaign and community-based drug abuse prevention and other related
activities, and the influence of these activities on outcomes for
parents and children. The offeror will need to demonstrate their
capability of conducting this multi-level data collection and analysis
effort and produce reports on key data every six months over the
five-year period. RFP No. N01DA-8-5063 will be available electronically

Please note that the RFP for this acquisition will be streamlined to
include only the Work Statement, Deliverables and Reporting
Requirements, Special Requirements and Mandatory Qualifications,
Technical Evaluation Criteria, and other necessary Proposal Preparation
Instructions. All information required for the submission of an offer
will be contained in the electronic RFP package. Following proposal
submission and the initial review process, offerors comprising the
competitive range may be requested to provide additional documentation
to the Contracting Officer. Response to the RFP will be due on or
about May 18, 1998. Any responsible offeror may submit a proposal which
