Dias (904) 232-3737 (Site Code DACW17) Indefinite Delivery Type Contract for ecological studies related to civil works projects in the Southeastern United States, Puerto Rico and the US Virgin Islands. Services shall include: environmental resources studies; protected (Federal and State) species surveys; development of protected species management and or mitigation plans; biological assessments of project impacts to protected species; wetlands, marine hardbottom and seagrass bed delineations/management plans/mitigation/restoration plans; biological data collection and field investigations of terrestrial, wetland, aquatic, marine and estuarine habitats (some underwater investigations will require diving operations); database design and management; habitat analysis; SCUBA diving operations; and civil environmental assessments and environmental impact statements. Contract will include a base period and four option years. Technical and Price proposals will be required. Evaluation factors will include, but may not be limited to: (1) Company Qualification and Experience; (2) Personnel qualifications and Availability; (3) Past Performance Record of Firm; (4) Knowledge of Issues and Other Factors; (5) Price; and (6) Management Plan. As this is considered a professional services requirement, the Service Contract Act does not apply and Department of Labor Wage Rates will not be incorporated. This requirement is 100% set-aside for small business concerns, therefore all responsible small business sources may submit an offer which will be considered by this agency.
