B -- HELICOPTER DETECTION AND CLASSIFICATION SYSTEM SOL DAAD05-98-T-0941 DUE 041498 POC Purchasing Agent David K. Hart 410 278-2423 (Site Code DAAD05) The US Army Aberdeen Acquisition Center is interested in gaining information on available technologies (radar, laser and acoustic) for detecting, classifying and tracking helicopter traffic. The baseline helicopter characteristics would be similar to a Boeing MD-500 for signature purposes. Rough draft goals to assist those interested in submitting their product or proposal information are as follows. The coverage area for the requirement is a volume of 10 Km in radius with an altitude of 10,000 feet. The system needs to track the target continuously through the volume. The system should track up to 50 targets simultaneously, detect the target at ranges of 10 Km or greater, classify the target as a helicopter at ranges of 5 Km or greater with a 95% accuracy, system should also provide target speed, location, projected track, with altitude desired, the system should display the information on a systems administrators workstation with hooks to provide warning, alert, BIT, and video information to externaldisplays. Any system diagnostics or parameter changes should be accomplished through the systems administrator station, target information should be overlaid on a fixed map, the sensors for the system will be located outside and must withstand all environmental factors, the systems administrator equipment will be located inside, special requirements for installation should be included i.e. mounting hardware, communication lines and power. Product information should address if such a system is susceptible to radar jamming, discuss if any anti-jamming techniques are utilized or any jamming alerts are available. Proposal should identify the mean time between failures for the system and the mean time to repair as well. Identify the amount of ready spares necessary to support the system. Information should address the level of training necesary. Offerors shall prepare a rough order of magnitude estimate and a tentative schedule for installing an operational system. Additionally, if applicable, provide examples ofsimilar systems that have been fielded with customers names provided.
