synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; Quotes are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provision and clauses are those
in effect through Federal Acquisition Circular (FAR) 97-03. This
solicitation is under the Simplified Acquisition Procedures (SAP),
unrestricted basis for other than maximum competition. The Standard
Industrial Classification is 1731, and the size standard is based on
gross receipts of seven ($7) million dollars. This will be a Firm-Fixed
Price Contract. The Government intends to solicit and negotiate on a
sole source basis with Siemens Rolm Communications, Inc., 2070 Chain
Bridge Road, Suite 600, Vienna, VA 22182, for the maintenance of a PBX
Telephone System. Interested persons may identify their interest and
capability to respond to the requirement or submit bids. This notice of
interest is not a request for competitive bids. However, all bids
received will be considered by the Government. A determination by the
Government not to complete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. The period
of performance will be for five (5) months, beginning May 1, 1998
through Sept. 30, 1998, with the option to renew for two (2) additional
one year periods. Due to a FBI market research, Siemens Rolm
Communications, Inc. was the only contractor to meet the requirement.
The requirement is for the continued maintenance of the PBX Telephone
System located in the Seattle, Washington Field Office. The PBX System
is a Siemens Saturn IIE, installed September 1987. The system consist
of 230 extension ports,157 single line telephones, 35 multi-line
telephones, one ( 1) attendant console, 24 commercial trunks, 8
direct-in dial trunks, one (1)T-1 for FTS2000 service Telemate Station
Message Detail Recording (SMDR) including a PC, Optel Aspen Voice
Messaging System (VMS) including PC. Maintenance coverage required-No
exceptions. Maintenance includes all ancillary equipment/accessories
identified above . Maintenance service support includes software and
hardware (spare parts) and all cable plant associated with the PBX
system. Coverage is 24 hours a day, seven days a week including all
holidays. On-site response times : major- within two hours, 24 hours a
day, seven days a week, minor- within four hours, normal eight hour
workday, Monday through Friday. All maintenance will be performed on
site, no form of remote maintenance diagnostic or programming will be
allowed. To meet the critical response time the FBI recommends that the
offeror have a staff of at least seven maintenance technicians
available to maintain the PBX telephone system. Offerors are to
identify the technicians they propose to use to maintain the PBX system
and provide appropriate documentation confirming their training and
experience on the PBX system (a factor training certificate issued by
Siemens for the Saturn IIE System ). All identified technicians will
require background investigation (to include fingerprints). The offeror
must maintain an inventory of critical component spare parts in the
Seattle, Washington area. Offerors must provide an overview of the
history of their company. Award will be made to the offeror whose
proposal, conforming to this solicitation is determined to be in the
best interest of the government, other factors and price considered.
Warranty-one year or better. Destination-FOB- Delivery-FBI, Seattle,

the FAR prevision at 52.212.3 Offeror Representation and

reference and applies to this acquisition. Technical acceptability will
be determined solely on the content and merit of the information
