Perform on-site field reviews of appraisals on an as needed basis for the HUD Pennsylvania State Homeownership Center (PA HOC) located in Philadelphia, PA for a base period of one year with two one-year options. The reviewers will examine the accuracy and quality of appraisals performed by authorized appraisers. Some reviews will require interior examinations of properties. Individuals performing the reviews shall be state licensed or certified appraisers in the state where properties are located. Two contracts will be awarded as a result of this solicitation to cover the geographic areas of Area 1 -- Pennsylvania, Delaware, Maryland, Virginia, District of Columbia, West Virginia and Ohio (estimated number of appraisals 17,000) and Area 2 -- Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey and Michigan (estimated number of appraisals 13,000). Offerors must demonstrate experience with valuation principles and procedures and the capacity to perform the estimated quantity of reviews per contract.
