This procurement utilizing simplified acquisition procedures is set-aside exclusively for small business concerns under SIC code 8742 (size standard of $5.0 million annual receipts). The contractor shall focus on intergovernmental needs to improve cooperation and collaboration among Federal and State governments in the area of grants management. In addition, the contractor shall identify the mission, products, and services of the organization and its structure. The contractor shall determine the complexity (grant-related issues, products and services the organization should undertake, building communication channels among Federal and State governments, etc.) and composition (structure of the organization within FMS and resources, such as budget and staffing) of the organization.
