The main objectives of this procurement are to: (a) maintain continuity
from existing campaign to revised/updated campaign, (b) enhance the
effectiveness of flood insurance communications, (c) increase awareness
of flood insurance to consumers, (d) prompt consumers to take action,
(e)generate flood insurance leads for insurance agents, (f) communicate
the benefits of flood insurance to National Flood Insurance Program
(NFIP) stakeholders (insurance companies, insurance agents, lenders,
state and local officials, and others) in order to encourage the sale
of flood insurance policies, (g) provide tie-in opportunities for
insurance companies and agents, and other NFIP stakeholders, and
(h)conduct successful transitions with the existing contractor at the
start of this contract and the succeeding contractor at the end of this
contract. The incumbent contract currently expires on December 31,
1998. Specific requirements involve: (A) Administration of the NFIP
marketing and advertising contract which includes contractor
transition, managing the contract and the personnel, planning for
current and upcoming initiatives, reporting as required by Federal
Acquisition Regulations. (B) NFIP Support, including planning for
conferences, participating in speaking engagements and industry
meetings, coordinating and supporting NFIP marketing and advertising
activities with other NFIP contractors, FEMA staff, and NFIP
stakeholders, producing support materials as required, such as video
and/or audio tapes, ad slicks, camera ready materials, etc., and other
activities as required. (C) Paid Advertising and Direct Mail involving
testing, revising, implementation, and evaluation of an integrated paid
advertising plan to target homeowners, renters, and business owners,
insurance agents and lenders. (D) Co-op Advertising Program tasks
include implementing a co-op advertising program for WYO companies and
their agents, Direct Agents, and Leads Program Agents. (E) Public
Relations tasks involve planning and implementing public relations
activities and other promotional and free advertising activities to
increase awareness of flood insurance and the NFIP.(F) Research and
Evaluation includes conducting and evaluating market research to
validate and/or revise creative and media strategies. (G) Special
Requirements involve communicating with special audiences such as close
captioning for hearing impaired or large print and/or Braille for
visually impaired, coordinating with the Government Printing Office,
securing talent and talent releases, and assisting with Office of
Management and Budget (OMB) requirements. A five year (basic plus four
option years) cost reimbursement task order contract is anticipated.
