Postal Service, Major Facilities Office, Memphis, Tennessee, intends to award multiple National, and Area, Construction Management Support Services Contracts (CMSSC) to provide professional services for design and construction projects for Postal Facilities throughout the United States. The CMSSCs will be indefinite quantity contracts whereby services are requested by individual work orders to perform support functions for major facility projects. Work to be performed includes but is not limited to work groups defined as follows: Work Group I -- CMSSC Home Office Support to provide all services necessary to perform total management services including, but not necessarily limited to development of conceptual design packages, technical design reviews, claims consultation, cost estimating, and geotechnical studies. Work Group II provide in-house support to support U. S. Postal Service project managers for tasks similar to Work Group I above. Work Group III -- CMSSC On-site Construction Management Support. The term of CMSSCs shall be for a two year base period from date of contract award. The CMSSC may be extended by the U. S. Postal Service for three one-year renewal optional periods. The total maximum period to be covered, including base period and the three renewal optional periods is five years. Location of work may be for any/all states in the United States, the District of Columbia, and U. S. Trust Territories. Offerors meeting the qualifications listed below are requested to respond. Technical factors for technical evaluation are of a subjective nature and are not subject to precise qualifications. Accordingly, selection will depend to a large degree on adequacy and completeness of information submitted in response to the solicitation. The Postal Service has assigned evaluation values to each of the elements listed below in lieu of assigning values to each item within an element. Thus the greater the degree of your firm's experience, as reflected in your response to the various data elements, the greater chance to amass higher technical points. Technical Evaluation Factors are: a) Construction Management Experience (30 points); b) Personnel Qualification Standards (20 points); c) General Summary of Requirements (15 points); d) Management Approach (10 points); e) Staffing and Resources (10 points); f) Technical Engineering/Architectural Expertise (10 points); and g) Claims Expertise (5 points). Evaluation of proposals shall be a two-step process, wherein, all Cost Proposals shall remain unopened and safeguarded until all Technical Proposals have been evaluated. Where it is deemed necessary in order to complete the technical evaluation process, the evaluation committee may visit offeror's facilities for the purpose of further determinations relative to any aspect of information furnished in response to the solicitation. Normally, one-week notice will be given prior to any office visit. Only those firms whose Technical Proposals are determined to be within the competitive range technically will be identified to the Contracting Officer. The Technical Proposal will be evaluated by a USPS committee of no less than two members. A pre-proposal conference will be held in Memphis, Tennessee, on March 31, 1998, at 1:00 p.m. at the Holiday Inn East, Shelby Ballroom, 5795 Poplar Avenue. The non-refundable cost of this RFP is $125. per set, for Priority Mail service (2 to 3 day delivery service). Express Mail (overnight service) is $150. per set.
