Democracy, Human Rights and Labor, is soliciting applications from
organizations with the capabilities and interest in conducting
activities to foster democracy in Burma. Pro- democracy activities
should include, but are not limited to support for education of Burmese
students and refugees, support of activities within Burma that promote
institution-building within the pro-democracy movement or within and
among the ethnic groups of Burma. Authority for this program is
contained in P.L. 104-208, Foreign Operations, Export Financing and
Related Programs Appropriations Act for FY-1997. Any organization
capable of conducting any of the related activities may request
detailed information concerning the goals of the program and
instructions for submitting applications by contacting H. Leo Powell,
(703) 875-6071. To be considered for a grant, applications must be
