15 -- ONE C-37A (GULFSTREAM V AIRCRAFT) The Air Force anticipates purchasing one C-37A (Gulfstream V) from Gulfstream Aerospace Corporation under contract number F33657-96-C-0037. Planned Contract award is no later than 31 March 98. Gulfstream Aerospace Corporation is the only qualified source for providing a C-37 in accordance with Congressional direction from the 23 September 1997 Congressional Record -- House, Section 8107, which allows the Secretary of the Army to purchase one C-37. An Ombudsman has been appointed to hear concerns from the offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contacting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Mr Stephen J. Plaisted, at (937) 255-9095. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contacting Officer and could not be satisfactorily resolved at that level.
