the Government's international radio and television broadcast
organization, broadcasts to an international audience in English and 52
other languages. The Chinese Branch of the Voice of America seeks
proposals for the preparation of a series of broadcast programs
discussing the essential role that an independent and impartial legal
system plays in developing a fair society and a successful market
economy. VOA envisions a series of ten programs which will provide VOA
listeners in China a clear understanding of the basic elements and
concepts underlying successful legal institutions and the essentiality
of Rule of Law to the creation of a modern society and a market
economy. The following criteria, depending on type of contract
services, will be used to evaluate prospective contractors: 1.) An
excellent knowledge of Chinese and the U.S. legal systems, such as an
academic in comparative law. 2.) An ability to present complex issues
in China's legal reforms in clear, logical terms that will enhance
understanding by VOA listeners. 3.) If programs are prepared in
Chinese, fluency in standard Chinese so as to assure appropriateness of
materials for broadcast purposes. 4.) An ability to establish, in
consultation with Chinese Branch managers, a schedule for production of
the series and to maintain that schedule. Individuals having the

contractors shall be evaluated using the criteria identified above. The
Contracting Officer shall provide qualified individuals with a copy of
the Request for Quotation (RFQ) when requirements are identified.
Contract rates/fee for services will be negotiated based upon
individual's experience, background and other qualifications as
