U. S. Army Engineering & Support Center, Huntsville, has a first-time
acquisition and is seeking sources for instructional services to
conduct a Construction and Operations Safety for Field Supervisors
and/or Managers Course to be held June 23-25, 1998 and July 28-30, 1998
with Option Year I to be held in June 15-17, 1999 and June 22-24, 1999
and Option Year II to be held in June 6-8,2000 and June 13-15, 2000.
The number of students is 30, and the course length is 24 hours (3
days). This will be a firm-fixed price commercial items procurement.
Offerors shall provide all services, personnel, materials, audio visual
aids, training aids, and travel and lodging for contractor personnel
necessary to develop and present a course of instruction for six
sessions of the Construction and Operations Safety for Field
Supervisors and/or Managers. This course provides the Corps of
Engineers construction and operations managers and/or supervisors with
state-of-art methodology for managing their safety and occupational
health function to protect Government and contractor employees from
accidents, injuries, and illnesses. The instructor staff shall consist
of two instructors. The lead instructor should have a minimum of 500
hours per year of experience working as a safety and occupational
health professional manager/engineer for five of the past seven years.
The assistant instructor should have a minimum of 300 hours per year
working as a safety and occupational professional for three of the past
five years. The lead instructor should have a minimum of four courses
per year experience for three of the past five years teaching technical
and managerial safety related courses of instruction. The assistant
instructor should have a minimum of two courses per year experience for
two of the past three years teaching technical and managerial safety
related short courses of instruction. The lead instructor should have
current knowledge within the last five years of the appropriate Code of
Federal Requirements, Corps of Engineers Safety and Occupational Health
Requirements Manual, and related technical and managerial safety
publications within the safety and occupational health field. The
assistant instructor should have current knowledge within the last
three years of the appropriate technical and managerial safety
standards, technical manuals and related consensus safety standards
applicable to the field of industrial and occupational safety and
health. The Standard Industrial Code applicable to this acquisition is
8999. This is a 100% small business set aside. Contractors with the
