businesses regardless of size. Modifications will be made to Ice Harbor
Dam of (1) construction of navigation coffer cells; (2) construction of
an extension to a training wall in the spillway stilling basin; and (3)
construction of deflectors on two spillway bays (bays 1 and 10) at the
dam. Underwater diving work will be required. Work consists of the
following: (1) Navigation coffer cells are to be either steel sheet
pile or precast concrete rings at the contractor's option. Dewatering
of the work area is not required. Four cells will be located downstream
from the navigation lock guide wall. Two cells will be located beneath
overhead high voltage transmission lines which will limit boom length
of cranes and height of equipment. Existing loose rock and debris on
the river bed must be removed and some excavation of bedrock will be
required to form a level base for each cell. Cells are 40 feet diameter
and approximately 51 feet tall. Bottom 5 feet of each cell will be
filled with concrete. Remainder of each cell is to be filled with rock
fill from an existing source approximately 5 miles downstream from the
dam. An electrical conductor will be installed that extends from the
dam to the downstream cell to power a transformer and light to serve as
a navigation aid. A fabricated steel ladder must be installed on the
cell with the light. All work will be performed from floating plant.
(2) The training wall extension will be constructed either of
cast-in-place concrete or of precast concrete, at the contractor's
option. Dewatering of the work area is not required. Underwater
excavation of a reinforced concrete baffle pier from the stilling basin
slab will be required. Baffle pier is approximately 8 x 8 x 8 feet.
Training wall is approximately 70 feet long, 51 feet tall, and 10 feet
wide. Training wall will be anchored in place with 2-1/2 inch diameter
rock anchors. Fifty anchors are 120 feet long and 25 anchors are 100
feet long. All work will be performed from floating plant. (3) Spillway
deflectors are located below the water line on the downstream side of
the spillway bays. The contractor must design and install a dewatering
bulkhead to dewater the work areas. Work includes drilling and
grouting reinforcing steel anchor bars into the concrete, concrete
removal, and furnishing and placing approximately 500 cy of reinforced
concrete. Reinforcement consists of deformed rebar and wire fibers.
Wire fiber concrete will be either cast-in-place or pneumatically
applied, at the contractor's option. Approximately 150 cy of wire fiber
reinforced concrete is required. Estimated cost is between $5 million
and $10 million. The standard industrial classification (SIC) code is
1629. Average annual receipts for its preceding three fiscal years must
not exceed $17.0 million. If a large business is selected for this
contract, it must comply with FAR 219-9 regarding the requirement for
a subcontracting plan on that portion of the work it intends to
subcontract. The intended subcontracting goals are that a minimum of
61.2% of the contractor's intended subcontract amount be placed with
small businesses (SB), including 9.1% with small disadvantaged
businesses (SDB). The plan must contain a goal of 4.5% with woman-owned
small businesses (WOB). The plan is not required with this submittal.
This solicitation will be available on CD-ROM ONLY. The CD-ROM contains
a simple windows viewing application and two commercial software
applications. All applications contained on the CD-ROM can be run from
the CD-ROM. No installation is required. The recommended minimum
hardware requirements are: 1) 486/66 personal computer; 2) 8 or 16 MB
RAM; 3) CD-ROM drive; 4) printer capable of printing construction
drawings. The recommended minimum software requirement is Microsoft
Windows 3.1, Windows 95 or Windows NT. NOTE: Although this CD-ROM is
intended to be used with Microsoft Windows, files associated with this
solicitation are in .PDF and .CAL raster format. Commercial software
applications are available for viewing .PDF and.CAL raster on MacIntosh
and Unix operating systems. The commercial software applications for
MacIntosh and Unix are not included on this CD-ROM. All responsible
