soliciting information for potential sources for 2 ea. X-38 spaceflight
tracking and data network compatible s-band transceiver units. The
effort to be contracted is in support of the JSC to accomplish the
fabrication, assembly, verification and delivery of the STDN/STS
compatible transceiver to be integrated into X-38 spacecraft, 201
vehicle (detailed test objective). The X-38 transceiver is part of the
S-band system on the spacecraft that is used as the primary source of
communications with the ground controllers and will be compatible with
the Space flight Tracking and Data Network (STDN) ground sites and the
STS S-band payload communications system. The transceivers must be of
high reliability and capable of operating in the environments
encountered in the STS payload bay, on-obit, and landing conditions
(ie. temperature, vibration, shock, radiation, RFI/EMI/EMC ). These
transceivers must also endure the non-operating shuttle environments of
pre-launch, and launch. Delivery of the first unit is required by March
1999 or sooner. Delivery of an additional unit is required 4 months
thereafter. Manufacturers must have demonstrated experience in
producing space flight hardware in order to be considered. Features of
the transceiver include: Built with high quality and reliable
space-qualified commercial grade parts; RS-422 telemetry and command
data interface; 5 Watt integrated amplifier; External diplexer; Analog
and discrete health and status telemetry; Discrete pulsed commanding;
Stable temperature compensated crystal oscillator; Low receiver noise
figure; Minimal total acquisition time; Direct and subcarrier
modulation; Data rate: Downlink:up to 16 Kbps w/ subcarrier and up to
4 Mbps direct. Uplink: 2 Kbps; Ranging and Doppler tracking are
optional features that may be included. Note: This procurement will be
evaluated using the best value selection based on system compatibility
requirements. Interested firms have 15 days from the publication date
of this synopsis to submit in writing their qualifications/capabilities
in the critical areas mentioned above. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. Oral
communications are not acceptable in response to this notice. Responses
must be submitted in writing to the contract specialist or to the
contracting officer. No solicitation exists; therefore, do not request
a copy of the solicitation. If a solicitation is released it will be
synopsized in the CBD and on the NASA Acquisition Internet Service. It
is the potential offerors responsibility to monitor these cites for
the release of any solicitation or synopsis. Vendors having the
capabilities necessary to meet or exceed the stated requirements are
invited to submit appropriate documentation. Responses must include the
following: name and address of firm, size of business; average annual
revenue for past 3 years and number of employees; ownership; whether
they are large, small, small disadvantaged 8 (a), and or woman owned;
number of years in business, literature, brochures, and references, .

purposes and is not to be construed as a commitment by the Government
nor will the Government pay for information solicited. Respondents will
not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. All responses
