intends to acquire, on the behalf of the Naval Sea Logistics Center,
Mechanicsburg, PA, two (2) new Upgrade Control Consoles for use with
Main Transmission Test Stand and Tail and Intermediate Gear Box Test
Stand for the Seahawk (SH-60B) Helicopter Transmission Test Facility.
The units are will be delivered to and installed at Corpus Christi Army
Depot (CCAD), Corpus Christi, TX within 12 months after date of
contract. It is intended to negotiate this requirement on a sole source
basis with the OEM of the existing consoles, Labeco Incorporated, as
only they, who developed, designed, and fabricated the test system,
including the design of the control interfaces, control logic, safety
interlocks, and operating methodology, are considered to have the
required expertise to design, fabricate, and test the upgraded
replacement consoles for the system. The Contractor shall develop the
new control console design around the major components of the existing
consoles, assembleand manufacture the new consoles, including all
wiring, interface, and software requirements, and install the consoles
at the Corpus Christi Army Depot (CCAD) as a turn-key project. The
Contractor shall be responsible for identifying interface requirements,
designing a new control methodology, purchasing and assembling all new
Y2K compliant components, programming all computers and Programmable
Logic Controller (PLC) software, installing all new components,
delivering and installing the finished consoles, making all interface
wiring connections to the consoles, starting the new system, performing
all compliance and acceptance tests, providing all technical
documentation including drawings, software, component brochures,
operating and maintenance instructions and warranties, and training all
CCAD personnel in operating and maintenance procedures. A firm fixed
price contract is contemplated. Interested parties who contend that
they are technically qualified should submit, within forty five days
from publication of this announcement, specific factual data including
pertinent technical information to be evaluated to determine
competence to successfully perform the requirement. All technical
proposals received within this time frame will be considered by the
Government. The Government reserves the right not to open this
requirement to competition based upon technical notices received in
response to this announcement. Technical responses received as a result
of this announcement will normally be considered solely for the purpose
of whether to conduct a competitive procurement. The Government will
not pay for any information received. The authority permitting other
than full and open competition is 10 USC 2304(c)(1). The applicable SIC
