Ms. Jocelyn Brox-Chester, 510/437-5913 The Coast Guard intends to
solicit, negotiate and award a firm-fixed price, sole-source
procurement to SeaSpace Corporation, 9240 Trade Place, Suite 100, San
Diego, CA 92126. The SIC Code is 3663, Radio and Television
Broadcasting and Communications Equipment. The contractor shall provide
upgraded enhancements to currently installed equipment and operating
software for High Resolution Picture Transmission (HRPT) and DMSP
Satellite Receiver System (Terascan) installed on the U.S. Coast Guard
Cutter Polar Sea Icebreaker. SeaSpace Corporation is the sole
manufacturer of the TeraScan satellite weather/earth imagery receiving
system. This is a proprietary system made of parts of a proprietary
design. The performance period will be prior to 13 July 1998. The
contractor shall provide necessary personnel, equipment, material,
supplies, transportation, and training to upgrade this system. No
telephone inquiries will be accepted. Written responses, providing
sufficient data to determine capability to meet the requirement, must
be received by this office within fifteen (15) calendar days, with
sufficient information to determine that another responsible source is
available, negotiations will be conducted with SeaSpace Corporation.
The solicitation will be issued on or about 1 April 1998, and closing
on or before 30 April 1998. This Notice is for informational purposes
for Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receiving financing.
The maximum line of credit is $500,000.00. For further information and
