Operations Contractor at Kennedy Space Center, is seeking sources to be
invited to submit proposals to manufacture and provide medium-voltage
load break with vacuum fault interrupter switches, 15.5kV class for use
on a 13.2/13.8kV power distribution system. Approximately 35 switches
are to be procured. Contract may be awarded in phases, i.e. basic
contract with future options. Approximate delivery requirements
anticipated are as follows: One 6-way switch by 9/1/98; eight switches
by 10/1/98; eight switches by 11/1/98; balance by 6/1/99. Quantities
may be awarded in phases. Detailed specifications will be supplied to
qualified respondents. General requirements are as follows: Switchgear
shall be pad-mounted in accordance with applicable provisions of ANSI
C37.72 and tamperproof in accordance with ANSI C57.12.28. Load break
switches shall have a minimum 600A rating for continuous and load
breaking operations and shall meet requirements of ANSI C37.71. Vacuum
interrupters shall have a minimum 200A rating for continuous and load
breaking operations and have a minimum 12kA symmetrical interrupting
rating and shall meet requirements of ANSI C37.60. Cable connections
shall be by means of separable connectors in accordance with ANSI/IEEE
386. Switches shall be capable of being operated remotely (either
electrically or manually) for all switched ways. Switch configurations
to be supplied will range from three to six cable entrance ways (3-way
to 6-way). The following minimum information shall be supplied for a
supplier's response to be evaluated as acceptable: evidence that
proposed switchgear meets above technical and industry standards, years
of experience manufacturing switchgear similar to this description;
list of customers having such switchgear installed for more than one
year including contact names and phone numbers of at least ten
customers; proposed delivery schedules including major milestones (e.g.
contract award, delivery of approval drawings after award, shipment
afterreceipt of approved drawings); catalog/brochures for product line
proposed; description of overcurrent sensing devices proposed
including catalog/brochures if manufactured by others; detailed
description of manufacturer's standard and any optional warranties;
description of standard and optional paint coatings and enclosure
materials for corrosive coastal environments; description of standard
and optional remote operating features; description of separable
connector bushings or catalog cut sheets if manufactured by others;
description of vacuum interrupters or catalog cut sheets if
manufactured by others; description of insulation dielectric
surrounding vacuum interrupters. Discussion of ability to manufacture
non-standard switch configurations and physical sizing shall also be
included. FAILURE TO SUPPLY REQUIRED DOCUMENTS MAY BE CONSIDERED
NON-RESPONSIVE AND MAY BE CAUSE FOR ELIMINATION FROM PROSPECTIVE SOURCE
