having the ability to furnish and deliver to U.S. Geological Survey
(USGS), Geological Hazards Team, six (6) Zeiss-Jena 010B one-second
Theodolites are requested to give written notification (including the
telephone number for a point of contact) to the procuring office above
within forty-five (45) calendar days from the date of this synopsis.
Salient characteristics: The U.S. Geological Survey (USGS), Geologic
Hazards Team, has a requirement for six (6) Zeiss-Jena 010B one-second
theodolites, according to the following specifications: 1) The unit is
to be a Zeiss-Jena 010B one-second theodolite; 2) The theodolite is to
be steel-free and totally non-magnetic and can be either new or used
and certified as to good or better functional condition; 3) The
horizontal and vertical circles and its reading systems are to provide
a mean directional accuracy of + one arcsecond; 4) The telescope is to
be 30-power and provide a true-to-side erect image and focus from 1.5m
to infinity; 5) The axis and bushing are to be totally non-magnetic
and be maintenance free for a period of 15 years. The vertical axis is
to have a wobble of less than 2 seconds when used in harsh
environments; 6) It must possess a built-in optical plummet with target
focusing of 0.5m to infinity and a centering accuracy of +0.3 mm over
a distance of 1.5m; 7) Vertical circle perpendicularity is assured
through the use of an aperiodically dampened, quick-setting tilt
compensator which settles down within 1 second to an accuracy of +0.3
seconds; 8) Spirit levels are to be provided with a sensitivity of 20
seconds per division in a tubular style and 8 minutes in a box level;
9) Circle graduation is to be in 360 degrees with both coarse and fine
motions; 10) The theodolite is to operate over a temperature range of
-25 to +45 degrees Cent; 11) The theodolite is to weigh less than 5
Kg. Based on information available at this time, and in accordance with
41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government
considers the item specified asa sole source from MinGeo Kft., Kassai,
Hungary, and proposes to negotiate a contract with that firm on that
basis. However, should additional sources be identified, they will be
considered. Firms who feel that they can furnish the required item or
its functional equivalent (based upon the criteria specified herein)
are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
items stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
