A. Ahadzie, florence.a.ahadzie1@jsc.nasa.gov. NASA/JSC intends to
purchase two (2) Avtec VM-6230 Telemetry Decoder Boards (Frame
Synchronizer, Reed-Solomon Decoder w/ TRIAXAL connector) from AVTEC of
Fairfax, VA, in support of Vehicles 133 and 201 testbed developments
directly related to the Experimental Crew Return Vehicle (X-38)
program. This procurement is sole-source based on system compatibility
requirements. The X-38 project requires a telemetry decoder that is
compatible with the present Avtec encoder boards (Frame Synchronizer,
Reed-Solomon Encoder w/ TRIAXAL connector) to support command uplink
capabilities for the next generation of X-38 vehicles. Only Avtec is
able to meet the government's requirement as Avtec utilizes proprietary
processes in the design and manufacturee of these products. The
Government intends to acquire a commercial item using FAR Part 12. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). Interested firms have 15 days from the publication of
this synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
