70 -- HIGH PERFORMANCE COMPUTING SYSTEM (HPC) SOL F30602-98-R-5009 DUE 043098 POC Gail E. Marsh/Contract Specialist, 315-330-1940 or marshg@rl.af.mil; Capt J.S. McDaniel/Contract Specialist, 315-330-4073 or mcdaniel@rl.af.mil WEB: Not Available, http://www.rl.af.mil. E-MAIL: Not Available, marshg@rl.af.mil or mcdaniel@rl.af.mil. The Air Force Research Laboratory desires to purchase a ruggedized commercial off the shelf (COTS) high performance computer (HPC) to perform signal processing in field demonstrations. The HPC must sustain greater than 150 billion IEEE floating-point operations per second (GFLOPS) on benchmark signal processing tasks and sustain continuous input of 1.0 GB/sec using an interface that supports heterogeneous networks using COTS hardware. The HPC must have a bisection bandwidth of greater than 3 GB/sec. The HPC must have 60 GB disk subsystem with 20 MB/sec sustained read/write rate. The benchmark problem sets will each consist of 5 -- 50 Mbytes of information that must be demonstrably handled with both high sustained throughput and low latency. The HPC must permit rapid replacement of any components in the field that are likely to fail under rugged conditions. The HPC must be contained in no more than three 9U VME Chassis. It must have a TCP/IP network connection at 100 MBits/second to a cluster of Unixworkstations using commercially available network cards on the workstations. The HPC must be programmable using the C and C++ languages with MPI for message passing. The RFP will be released on or about 30 March 1998. The Request for Proposal will be available electronically on the World Wide Web. Go to the Air Force Research Laboratory Home Page at the following Internet address: http://www.rl.af.mil, then select "Business Opportunities" followed by "Local Business Opportunities". An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors for this announcement. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level. Requests for the solicitation should be in writing on company letterhead. Address your request to the contracting specialist at the above E-Mail addresses or send it to FAX 315-330-2555. The request should reference the code N-8-5709-O and contain the requestor's E-Mail, FAX number, and CAGE code. All responsible sources may submit a proposal in response to this RFP, all such proposals will then be considered. (0072)
