Force Research Laboratory desires to purchase a ruggedized commercial
off the shelf (COTS) high performance computer (HPC) to perform signal
processing in field demonstrations. The HPC must sustain greater than
150 billion IEEE floating-point operations per second (GFLOPS) on
benchmark signal processing tasks and sustain continuous input of 1.0
GB/sec using an interface that supports heterogeneous networks using
COTS hardware. The HPC must have a bisection bandwidth of greater than
3 GB/sec. The HPC must have 60 GB disk subsystem with 20 MB/sec
sustained read/write rate. The benchmark problem sets will each consist
of 5 -- 50 Mbytes of information that must be demonstrably handled with
both high sustained throughput and low latency. The HPC must permit
rapid replacement of any components in the field that are likely to
fail under rugged conditions. The HPC must be contained in no more than
three 9U VME Chassis. It must have a TCP/IP network connection at 100
MBits/second to a cluster of Unixworkstations using commercially
available network cards on the workstations. The HPC must be
programmable using the C and C++ languages with MPI for message
passing. The RFP will be released on or about 30 March 1998. The

requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The

could not be satisfactorily resolved at that level. Requests for the
