Kendrick, Linda.M.Kendrick@lerc.nasa.gov. NASA/LeRC plans to obtain an
Enhancement to the existing LS-DYNA code that will improve analyses of
failures in certain materials. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/LeRC intends to
purchase this enhancement from Livermore Software Technology
Corporation. LSTC is the developer of this proprietary software, is the
only entity that has access to the copyrighted source code, and
consequently is the only entity that can perform this task. Under a
separate, currently-existing purchase, the government will receive a
revised LS-DYNA code that incorporates the enhancement, and subsequent
software maintenance/support for LS-DYNA. The Government intends to
acquire a commercial item using FAR Part 12. THIS IS NOT A
SOLICITATION. IT IS AN ANNOUNCEMENT OF AN ANTICIPATED PURCHASE FROM AN
ALREADY-IDENTIFIED SOURCE. NO SOLICITATION WILL BE ISSUED; COMPETITION
IS NOT ANTICIPATED: THE GOVERNMENT WILL NEGOTIATE WITH LSTC ONLY,
UNLESS THERE IS REASON FOR THE GOVERNMENT TO BELIEVE THAT LSTC IS NOT
THE ONLY AVAILABLE SOURCE FOR THIS WORK EFFORT. Interested firms have
fifteen days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the fifteen days or without
the required information will be considered nonresponsive to the
synopsis and will not be considered. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. Any written communication should address how
the respondent will access the LS-DYNA copyright-protected source code,
or why such access is not necessary. An Ombudsman has been appointed.
