The Bureau of Indian Affairs, Anadarko Area Office, requires
Construction Management Services to support the renovation of two
college dormitories located on the campus of Haskell Indian Nations
University in Lawrence, KS. The Government reserves the right to to
award the contract, based on the selection board's final selection
list, in order of preference, to the firm considered most highly
qualified to perform the work. The Government will use such factors as
past performance, quality of deliverables, or other factors that the
Contracting Officer, in the exercise of sound business judgement,
believes are relevant to this contract. Services to be provided under
this contract cover a number of duties related to project management.
The contractor will be required to provide construction contract
administration services, which will include submittal reviews, review
of payment requests, cost breakdowns, progress schedules, payrolls and
contract modifications. The Bureau of Indian Affairs will provide a
full-time, on-site inspector for the project. The selected contractor
may be required to work in colloboration with the Architect/Engineering
firm that originally designed the project or with in-house Bureau of
Indian Affairs design personnel in order to determine the design intent
as questions arise. Job requirements require a good understanding,
knowledge, and application of construction management principles and
practices; and a broad experience in all phases of construction. Must
be familiar with
mechanical/electrical/civil/structural/architectural/historic
architectural/landscape architectural(as appropriate) drawings as well
as contruction materials, practices and methods. On-site personnel
must be capable of dealing with the physical demands of a construction
project, e.g. climbing ladders, walking on roofs, climbing
scaffolding, working in dirty and noisy environments. Duration of
construction project is projected to be 445 calendar days. The selected
firm shall attempt to provide local personnel residing within 50 miles
of the project. The following criteria in descending order of
importance shall be used in the evaluation of prospective firms: 1.
Professional qualifications of the firm and it's staff proposed for the
performance of the construction management services. 2. Specialized and
technical experience in specific aspects of construction management,
technical expertise in construction of landscape architecture,
architecture, engineering, material testing and surveying. 3. Past
performance in Government and private sector contracts and demonstrated
effectiveness in construction management(i.e. cost control, estimating,
scheduling, inspections, overall quality of work, limiting project
delays, resolving differences and safety compliance. 4. Capacity of the
firm to accomplish the work within the required limits of time (i.e.
size of firm, workload). 5. Knowledge of the various national building
codes, including state and local codes, construction methods and
means, and possesion of state construction inspection license as
required by the locality. The estimated cost of this service is between
$25,000 and $100,000. This procurement is limited to a qualified Indian
or a 51% Indian-owned and controlled firm as defined by the "Buy-Indian
Act" 25 USC 47 and 20 BIAM 2. Qualified firms interested in offering
their services are invited to submit a letter stating interest along
with 6 (six) completed copies of SF 254 "Architect-Engineer and Related
Services Questionnaire" and 6 (six) completed copies of SF-255
"Architect-Engineer and Related Services Questionnaire for Specific
Project". Responses must be received before 4:00 p.m., 30 calendar days
from the date of this publication (first work day following a weekend
