kball@mail.bolling.af.mil. This is a combined synopsis/solicitation for
commercial items and services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation number F49642-98-R0050 is issued as a request
for proposal (RFP) and will result in a Firm-Fixed price contract. The
period of performance will begin on the date of contract award. The
initial work shall be completed within four weeks. The period of
performance will end upon the expiration of the manufacturer's warranty
and the three year extended warranty. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-03. This acquisition is being acquired as
a full and open competition. The SIC code is 5065. Contractors shall
obtain all attachments cited herein via fax from the aforementioned
Contract Specialist. NOTE: The Statement of Objectives (SOO) and
Schedule B are attachments to this notice. Prospective offerors shall
obtain a copy of these attachments by calling the contact number shown
in item number 11 of this notice. In order to be considered
responsive, offerors must certify in writing that their proposal meets
all requirements set forth in this solicitation, attachments included.
The attachments are the SF 1449, Attachment 1, Schedule B, Attachment
2, the SOO, Attachment 3 and the conference room schematics, Attachment
4. Description of requirement: The contractor shall provide all
materials, labor, equipment and incidentals necessary to provide two
multi-media facilities conference rooms in building 1535, Andrews Air
Force Base, Maryland. This must be a fully functional turn-key
operation that complements the existing facility. The contractor shall
also provide training, to approximately 30 people, on the use of the
system and system maintenance. A pre-proposal site visit has been
scheduled for 19 Mar 98. Offerors interested in attending must contact
the Contract Specialist for details. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforms to the solicitation and is determined to be most
advantageous to the Government. The evaluation will consider technical,
past performance and price, respectively. Technical will be more
important than past performance which will be more important than
price. The Offeror's ability to complete the project within the four
week period will be weighed heavily as a part of the technical
evaluation. The Offeror shall include a completed copy of the provision
at FAR 52.212-3, Offeror Representation and Certifications --
Commercial Items and DFARS 252.212-7000 Offeror Representations and
Certifications -- Commercial Items with its offer. The FAR Clause
52.212-4, Contract Terms and Conditions -- Commercial Items applies to
this acquisition and will be incorporated into any resulting contract.
The clauses at FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items apply to this
acquisition, specifically, the following cited clauses are applicable:
52.203-6, Restrictions on Subcontractor Sales to the Government,
Alternate 1, 52.203-10, Price or Fee Adjustment for Illegal or Improper
Activity, 52.219-8, Utilization of Small Business Concerns and Small
Disadvantaged Business Concerns, 52.219-14, Limitation on
Subcontracting, 52.222-26, Equal Opportunity, 52.222-35, Affirmative
Action for Special Disabled Veterans and Veterans of the Vietnam Era,
52.222-36, Affirmative Action for Handicapped Workers, 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era and 52.225-3, Buy American Act Supplies. Additional FAR
clauses that apply are: 52.232, Mandatory Information for Electronic
Funds Transfer Payment. The following DFARS clauses and provisions
apply to this solicitation and are incorporated by reference:
252.212-7001 Contract Terms and Conditions Required to Implement
Statutes Applicable to Defense Acquisitions of Commercial Items.
Offerors should provide the proposed technical approach in the form of
a Statement of Work that addresses all objectives outlined in the SOO.
Offerors shall provide pricing information in accordance with the RFP
CLIN structure at Schedule B. The Government will evaluate the quality
of the offeror's past performance separately from the Contracting
Officer's Determination of Contractor Responsibility. Each offeror will
be assigned a subjective rating for Performance Confidence Assessment.
The assessment of the offeror's past performance will be used as a
means of evaluating the relative capability of the offeror to
successfully meet the requirements of the solicitation. The offeror
shall submit past performance information on all directly related or
similar contracts held within the last three (3) years which are
similar in scope, magnitude and complexity to this solicitation. The
offerorshall provide the following information regarding past
performance: contract number, name and POC at the company for which the
contract was performed, dollar value of the contract, detailed
description of the work performed, names of subcontractors, type and
severity of any quality, delivery, or cost problems in performing the
contract, the corrective action taken and the effectiveness of that
action. The Government reserves the right to obtain information for use
in evaluation of past performance from any and all sources including
sources outside the Government. Offerors lacking past performance will
receive a neutral rating for past performance. The offeror must
provide the information requested above for the past performance
evaluation or affirmatively state that it has no relevant past
performance. Any offeror failing to submit past performance or state
that it has no relevant past performance will not be considered for
award. The Government reserves the right to award to other than the
lowest priced offeror and to award without discussions. Trade-offs
beneficial to the Government will be considered in the evaluation
process. Offerors wishing to respond to this solicitation should
provide this office with the following documentation as a minimum: a SF
1449, Schedule B, delivery schedule, past performance information,
SOW/Technical Approach and copies of FAR 52.212-3 and DFAR
252.212-7000. The proposal shall be signed by an official authorized to
bind the company. Proposals are due by 3:00 EST on 2 Apr 98. Offerors
shall submit the original plus two copies of the proposal to Kimberly
