Squadron has a requirement for nonpersonal services for local telephone
exchange services for Buckley ANGB CO, Cheyenne Mountain AS CO, Falcon
AFB CO, and Peterson AFB CO. The proposed contract is for five years.
The local exchange service provider certified by Colorado PUC shall
provide local commercial communications service for Buckley ANGB CO,
Cheyenne Mountain AS CO, Falcon AFB CO, and Peterson AFB CO. Local
communications service shall include, as a minimum but not limited to,
local access for commercial business lines, analog subscriber lines,
analog and digital trunks, foreign exchange access lines and trunks,
transport channel services, directory number and number portability,
emergency 9-1-1 service, operator and directory assistance, local and
Intra-LATA access, and interconnection with Inter-LATA exchange
carrier. Competition is open to domestic and foreign sources. All
responsible sources may submit a bid, which shall be considered.
Sources responding to this synopsis mustindicate, in writing, whether
they are large, small, disadvantaged and/or a women-owned businesses.
For this acquisition, a concern will be considered small under SIC 4813
with size standard of 1500 employees. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

should only be contacted with issues or problems that have previously
been brought to the attention of the program manager and/or the
Contracting Officer and could not be satisfactorily resolved at that
