Narcotics and Law Enforcement Affairs (INL) to seeking the services of
a Senior International Law Enforcement Advisor to help develop
International Law Enforcement Academies (ILEA). INL's authority is
limited to contracting with individuals for personal services.
Therefore, companies may not apply. All necessary information to make
an offer is containted in this notice. No additional solicitation will
be issued. Duties of the Contractor: (1) negotiations: advise the U.S.
head of delegation on negotiations with foreign governments on the
establishment of ILEAs; (2) curriculum development: assist in
formulating a curriculum that addresses the needs of the regions in a
way that is responsive to U.S. foreign policy concerns; (3) executive
development seminar: assist in designing this course, which would
introduce executives to the concept of the ILEA and help foster
stronger regional cooperation; (4) evaluation of facilities
requirements: assist in determining design specifications for training
facilities. Schedule of work: The Contractor would work on a part-time
basis from the time the contract is signed through the end of the
calendar year. The estimated number of days is 64. Work would involve
travel to Washington, D.C., and possibly to Hungary, Central America
and Asia. Minimum Qualifications: (1) Bachelor's degree or quivalent
(e.g., Associates degree with five years related experience or ten
years related experience in the military or law enforcement); ten years
of progressive employment experience in civilian police organizations,
administration or law enforcement training management; three years
related experience in the federal government law enforcement community
in the U.S. and abroad. Evaluation criteria: (1) Senior management
experience in civilian police administration; (2) Demonstrated
experience in directing a multinational policy agency or organization;
(3) Management experience in civilian police organizations; (4)
Experience in developing and conducting formal law enforcement
training; (5) Knowledge of the Federal government law enforcement
community and interagency process; (6) Knowledge of law enforcement
institutions in Asia, Europe and Latin America. Please complete and
