Contractor services are required for development and administration of the Foreign Service Written Examination. These services shall include the following items: (1) developing detailed test specifications for job knowledge, english expression, candidate writing sample, and non- cognitive components of the examination; (2) preparing and providing a content validation plan and a pilot test; (3) registering applicants and administering the examination to the applicants; (4) scoring and reporting the results of the examination; (5) developing and providing the text for a study guide for the examination and commercially selling the guide to the public.
