synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number
NHLBI-PS-98-265, is being issued as a request for quotation (RFQ). This
solicitation will include all applicable provisions and clauses in
effect through the Federal Acquisition Circular 97-03. This is a small
business set aside. The Standard Industrial Classification (SIC) code
is 7374, size standard $18.0 million. The service to be acquired is
for CUSTOMIZED INSTRUCTIONS for 240 people on Microsoft Word 97
Fundamentals, Microsoft Word 97 Intermediate and Microsoft Word 97
Advanced. In Microsoft Word 97 Fundamentals, training participants will
learn the basics of creating, editing, and saving documents. They will
learn to use On-line Help and to modify and enhance character
appearance. Participants will format text into tabular columns, create
and manage tables, use error checking tools, and control page layout
with margins, indents, and page breaks. In Microsoft Word 97
Intermediate, the training participants shall learn to use merged data
to create individual form letters. They will prepare mailing labels,
and create worksheets in tables, sort data alphabetically and
numerically, use advanced formatting techniques to produce consistent
documents, use of graphics, page number, headers, and footers. In
Microsoft Word 97 Advanced, the training participants shall learn to
customize their work environment with menus and toolbars. They shall
work with templates and macros, and manage multiple documents, build
long documents with master documents and subdocuments, save files in an
HTML format for Internet publication. The contractor must provide the
following: one (1) each word 97 Fundamentals manual, one (1) each Word
97 Intermediate manual and one (1) each Word 97 Advanced manual for
each student. The three (3) manuals will be retained by each student
along with hands-on experience. The contractor must provide one (1)
personal computer, for each student and at least two (2) printers for
each group. The contractor will be responsible for getting the
equipment and the student materials to the site. The site location must
be in Bethesda, Maryland area to be ease accessible to the students.
The training sessions shall be 20 classes on groups of 12 people each
for 2 day classes, beginning on April 13, 1998 and continue through
June 8, 1998, Excluding weekends and holidays. The provisions of far
clause 52.212-1, Instructions to Offerors-Commecial Items, apply to
this acquisition. The provisions of FAR clause 52.212-2, Evaluation --
Commercial Items is applicable to this acquisition. An award will be
made based on the following factors: technical capability, experience,
past performance, meeting the Government's specifications, and lowest
price. The offeror must include a completed copy of the provision of
FAR Clause 52.212-3, Offeror Representations and Certifications --
Commercial Items with its offer. The provisions of FAR Clause 52.212-4,
Contract Terms and Conditions -- Commercial Items, apply to this
acquisition. The offeror must provide an outline and a copy of the
manual for each Microsoft Word 97 Fundamentals, Intermediate and
advanced training as part of the quotation. FAR Clause 52.212-5.
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items -- Deviation for Simplified
Acquisitions, applies to this acquisition. Interested vendors capable
of furnishing the government with the services specified in this
synopsis should submit a quotation to the below address. The quotation
shall include the itemized price, prompt payment terms, taxpayer
Identification Number (TIN), Dun & Bradstreet Number (DUN's) and
descriptive reference literature of the service quoted identifying all
of the requirements. The quotation must reference "Request for
Quotation" number NHLBI-PS-98-265. Quotations will be due fifteen (15)
calendar days from the publication date of this synopsis by 3:00 p.m.
