Y -- FY98 MCON PROJECT P-144 WATERFRONT OPERATIONS BUILDING AT NAB CORONADO, CA SOL N68711-94-R-1434 DUE 043098 POC Janet Buyson, Contracting Officer, (619) 556-8251 PRESOLICITATION DESCRIPTION OF WORK -- This is a Design-Build procurement to obtain facilities to support the mission of a Navy Explosive Ordnance Mobile Unit. The demolition, design, engineering of this project shall satisfy the project intent and phased to the User's convenience. Work includes project structures, building systems, equipment, finishes, fixtures, all necessary utility services and improvements. There are several parts to the project: demolition and remodel of existing buildings, construction of a two story water front operations building, vehicle and boat maintenance building, food preparation/walk in freezer facility, concrete pier with jib crane, wood floating pier, boat ramp, gasoline and oil storage facility, quay wall modifications and site improvements at Naval Amphibious Base, Coronado, California, complete and ready for use -- Draft portions of the RFP, Part II-Design and Construction Requirements, Part III-Quality Control, Part IV Submission Requirements, Part V- Evaluation Criteria, Part VI-Environmental Requirements, will be available on the Internet at the following address: http://ebswd.wes.army.mil, on or about March 18, 1998. Interested parties are encouraged to identify issues or concerns regarding this acquisition, such as feasibility of the requirement, suitability of proposal instructions and evaluation criteria. The Navy desires to promote communication at the earliest stage of the acquisition by giving industry a better understanding of the government's requirements and eliminate those requirements that impose unnecessary burdens on the industry. Communication to the Navy shall be in writing by FAX or E-mail. The Navy will be precluded from giving responses during the draft solicitation, however, all communication received may be used by the Contracting Officer to make changes to the RFP prior to release of the solicitation or by amendments before receipt of proposals. The estimated cost of this project is between $5,000,000 and $10,000,000. The Standard Industrial Code is 1542 and size standard of $17.0 million. This will be a Firm Fixed Price Construction Contract.
