tuckerrf@navair.navy.mil. The Naval Air Systems Command (NAVAIR) is
seeking sources for a possible future acquisition of Sparrow AIM-7M(H
Build) and AIM-7P missiles. The current acquisition strategy employs a
competitive component breakout. NAVAIR has separate contracts
procuring each of the major components of the missile. The major
components of the missile are: Guidance and Control Section (GSC),
warhead, safe and arm device, and rocket motor. The single most
critical component of the missile is the GCS. The GCS is a complex
electro-mechanical device that guides the missile to the target. The
Government is the design authority and maintains the Technical Data
Package (TDP). The TDP is available for review by those manufacturers
with a secret security clearance. Until recently, the GCS was competed
between two companies on an industrial mobilization support basis. One
of the two manufacturers was purchased by the other, leaving a single
source for the Sparrow GCS. NAVAIR is seeking to determine whether
other manufacturers are interested in entering Sparrow GCS production.
NAVAIR estimates a probable requirement of between 350 and 500 GCSs
(not including two possible options) with a projected award date prior
to 31 DEC 98. Follow-on production contracts cannot be assured. NAVAIR
anticipates first deliveries to occur between 12 and 18 months after
contract award. The Government has available all Sparrow unique test
equipment and much of the unique production tooling. Any new producer
would be required to qualify its finished product with a first article
test. Firms interested in participating as a competitive source in
this effort should contact in writing the Contracting Officer, LCDR

need not respond. The TDP is available for review by those with a
secret security clearance. Contact LCDR Tucker at (301) 757-7053 is
arrange an appointment. It is desired but not mandatory that responses
are less than ten (10) pages. Sources will not be reimbursed for
providing responses; therefore, NAVAIR will accept them in whatever
form they exist. Responses will not be considered as proposals. All
responses will be received as information only and are in no way
binding on the Government. Proprietary data submitted will be
protected. Responses should include the name and telephone number of a
point of contact having the authority and knowledge to discuss the
response with Government representatives. The Government may desire to
conduct site visits. Responses are requested through close of business
