Cox, ext. 316, Fax number 850-882-9381 The Aeronautical Systems Center, Weapons, Air Base and Range Product Support Office, Contracting Division (ASC/WMOK), in support of the Air Base Systems Division (ASC/WMO), is interested in an Emergency Aircraft Arrestment System (EAAS). Sources are being sought for a commercial, off-the-shelf (COTS), Aircraft Arrestment System to replace existing Model BAK-9 Aircraft Arresting Gear and Runway Overrun Barrier, Types MA-1A systems located in the runway overruns of most Air Force Bases. This survey is in support of bare base and existing aircraft arrestment programs at the Air Base Systems division (ASC/WMO), Armament Product Support Group at Eglin AFB FL. If funding is available, the government intends to purchase approximately twenty (20) systems over a five to eight year period beginning in FY99. First deliveries will be expected within 90 days of contract award. The EAAS must be air transportable by C-130 aircraft. If an engine is part of the system, it must be capable of operating on JP-8 aviation and diesel fuel. The EAAS will generally be used as a permanent installation, but should be suitable for rapid expeditionary installation at bare base operating locations. The system should be capable of remaining in use for a minimum of 10 years without major overhaul or component replacement. The system should be logistically supportable for a 40 year life. The energy absorbing capacity should be a minimum of 45 million foot pounds (desired 55 million foot pounds) with a maximum runout of 1000 feet (desired 950 feet). The energy absorbing portion must be capable of interfacing with up to a 1.25-inch wire rope (cable) and a net barrier assembly. The cable/pendent length will vary by runway width. In a rapid response or expeditionary configuration, the system must be easily installed and removed by a team of four personnel. It must also be easily maintained and repaired in the field. It is anticipated that existing technologies and products can satisfy the above requirements as they pertain to stopping aircraft in emergencies when they may not be capable of stopping without aid before departing the normal runway surface. As such, ASC/WMO is attempting to identify potential sources and gather information of readily available devices that can perform accordingly. Sources are invited to provide technical information, recycle time, technical data/fact sheets, cost of basic system and life cycle consumables, test data, maintenance data, and any other information that would assist in assessing the compliance of the system with stated requirements.
