Aircraft Division (NAWCAD) Patuxent River has a requirement for procure
one 20 Herts (Hz) to 26.5 Giga-Hertz (GHz) EMI Test Receivers in
accordance with the requirements contained in this solicitation. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR),
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation Number N00421-98-R-1145 is issued as a Request For
Proposal (RFP). The incorporated document and provisions and clauses
are those in effect through Federal Acquisition Circular 90-46 and
Defense Acquisition Circular 91-11. The Naval Air Warfare Center
Aircraft Division (NAWCAD), Patuxent River, MD proposes to procure a
Firm Fixed Price (FFP) Contract. Request for copies of the solicitation
must reference the entire solicitation number. Interested parties must
respond electronically via e-mail. All amendments shall be sent
electronically. All responsible sources solicited may submit a proposal
which shall be considered. No telephone request will be accepted. The
solicitation will be available over the Internet in Word 6.0TM format
and will reside on the NAVAIR Home Page, located on the World Wide Web
(WWW). The WWW server may be accessed using client servers such as
MOSAIC and NETSCAPE. The WWW address, or URL, for the NAVAIR Home Page

Interested parties may identify their interest and technical capability
by submitting technical specifications to this respond and may submit
information which shall be considered by NAWCAD, Contracts Divisions.
The contract line items are as follows: CLIN 0001, 20 Hz to 26.5 GHz
EMI Test Receiver w/MIL-STD-461 Control Software, 1 Ea., The unit must
meet the following specifications. The Naval Air Warfare Center
Aircraft Division's Aircraft Information Security Branch's
Electromagnetic Interference (EMI) Laboratory conducts EMI testing on
all avionics systems in the Navy's inventory to the requirements of
MIL-STD-462D. Seventy percent of this testing requires the use of
sophisticated EMI test receiver. The laboratory's present test receiver
is tailored to the older requirements as detailed in MIL-STD-462A, B,
and C. The new requirements of MIL-STD-462D are particularly stringent
in the area of test receiver sensitivity. In an attempt to configure
our present test receiver to meet these requirements it increases our
test time to an unacceptable three hundred percent and in some
frequency ranges is unable to provide the sensitivity required by the
new specification. In order to meet the requirements of our test
specification (MIL-STD-462D) a new EMI test receiver, operational
through the frequency range of twenty Hertz to twenty six and a half
Giga-Hertz, is required. A modern EMI test receiver utilizing the
latest in receiver technology will provide us with the ability to
reduce our test time to extremely reasonable levels as well as meet the
sensitivity requirements of MIL-STD-462D. This specification
establishes requirements for a 20 Hz to 26.5 GHz EMI test receiver.
This test receiver will be used by the Electromagnetic Interference
Laboratory to perform electromagnetic interference emissions testing to
the Test Method Standard MIL-STD-462D and previous revisions. This EMI
test receiver will be required to test electronic components installed
in a variety of Naval aircraft, ground support equipment, medical
equipment, and space systems. The system will be used in our permanent
test laboratory, the Aircraft AnechoicTest Facility (AATF), conus, and
abroad locations. This places a mandatory requirement of compactness
and mobility on this new EMI test receiver. The requirements of the 20
Hz to 26.5 GHz EMI Test Receiver are as follows: Frequency Range: 20
Hz to 26.5 GHz (Must be upgradeable to at least 100 GHz); Control
Features: Complete Stand Alone Control, IEEE 488.2 GPIB Control,
MIL-STD-462 Control Software (Microsoft Windows 3.11 and 95
Compatiable); Display: 9inch Color CRT CRT w/ 1024 x 512 pixel
resolution, Split Screen Display Capability, External monitor output;
Plotting / Printer: HP-GL, 24-pin pinwriter / dot matrix, laser
printer; Power Supply: 120VAC + 10%, 60 Hz; Dimensions: 435mm x 457 x
590mm, 68 kg, (W x H x D, Weight), 17.25inches x 18inches x
23.25inches, 150lb; Demodulation: Amplitude and Frequency Modulation.
Must be able to measure modulation depth and frequency
deviation.;Spectral Sensitivity: w/ out pre amp 5 MHz and Sweep Time 10
dB = < 30 dB, 1 Watt, or 137 dBuV, Max Pulse Spectral Density input
with preselector on: W/ 0 dB attn and f < 150 kHz = < 130
dBuV/MHz. W/ 0 dB attn, 150 kHz to 1 GHz = < 90 dBuV/MHz, W/ 0 dB

Floppy, RS-232-C (25 pin female), Parallel Interface (Centronics 36 pin
female), Head Phone Jack; Software, Must operate in Microsoft Windows
3.11 or higher. Must contain specification limits for MIL-STD-461D,
MIL-STD-461C, and MIL-STD-461B. Must allow operator input of transducer
factor files. Must provide an overview mode coupled with the ability to
input criteria for receiver quality measurements. It is of extreme
importance that this product be able to meet these specifications
without exceeding a maximum of two units contained within the specified
dimensions. Mobility from one test location to another is very
important to the laboratory's test capability. Inspection and
acceptance shall be made at destination. The contractor shall extend to
the Government full coverage of any standard commercial warranty
normally offered in a similar commercial sale. Acceptance of the
warranty does not waive the Government's rights under the Inspection
clause, nor does it limit the Government's rights with regard to the
other terms and conditions of this contract. In the event of a conflict
the terms and conditions of the contract shall take precedence over the
warranty. The warranty period shall begin upon final acceptance of the
applicable deliverable listed in the schedule. FAR 52.212-1
Instructions to Offerors -- Commercial Items (OCT 1995) is incorporated
by reference and applies to this acquisition. The provision at 52.212-2
Evaluation -- Commercial Items (OCT 1995) does not apply to this
acquisition. The offeror shall provide backup information verifying the
price offered; e.g. a copy of current catalog, invoices for the same
equipment, etc.. A written notice of award or acceptance of an offer,
mailed or otherwise furnished to the successful offeror within the time
for acceptance specified in the offer, shall result in a binding
contract without further action by either party. Before the offer's
specified expiration time, the Government may accept an offer (or part
of an offer), whether or not there are negotiations after its receipt,
unless a written notice of withdrawal is received before award. Each
offeror shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications -- Commercial (OCT
1995) with its proposal. FAR 52.212-4 Contract Terms and Conditions --
Commercial Items (OCT 1995) is incorporated by reference and applies
to this acquisition. The clause at 52.212-5 Contract Terms and
